Sir kindly peruse entire note as well as the latest reply given by the industry in the form of letter to the RO which has been enclosed in the note of AEE (RO). The industry has mentioned that they will provide the APCDs with Shredding section (bag filter), Grinding section (bag filter), Drying section (cyclone with chimney) as well as APCD with torrefaction reactor to contain emissions. Further, they will provide automation system as well as use minimum 80 % paddy straw as raw material. In light of the above, if approved, action as proposed by AEE (PBIP) regarding issuance of fresh CTE under both Acts for establishment of unit for manufacturing of Pellets (NonTorrified) @ 150 MT/Day and Pellets (Torrified) @ 100 MT/day by using Paddy Straw (For Non –Torrified) @ 184.65 MT/Day, Sugar Cane Molasis (For Non-Torrified) @ 17.70 MT/Day, Mustard Waste (For Non-Torrified) @ 8.40 MT/Day, Cotton Waste (For Non-Torrified) @ 7.95 MT/Day and Paddy Straw (For Torrified) @ 370.40 MT/day as raw material, but upto 20.05.2025 (i.e. one year from date of application filing), subject to general & suitable additional conditions and additional conditions as proposed by RO plus following additional conditions be taken, please:
1. The applicant shall be liable to abide by the provisions of Master Plan and shall also be bound to follow the provisions of section 79 along with other provisions of PRTPD Act, 1995, in case the site falls in non-conforming land use zone after the notification of Master Plan and no claim shall be demanded by the applicant from the Department.
2. This CTE is being issued on the basis of the reply submitted by the industry on its letter head to the Regional Office on 05.07.2024 regarding providing separate APCDs with Shredding section (bag filter), Grinding section (bag filter), Drying section (cyclone with chimney) as well as APCD with torrefaction reactor to contain emissions and providing automation system as well as using 80 % minimum paddy straw as raw material. In case, the industry fails to comply with above, the CTE shall be deemed cancelled and the industry shall apply afresh CTE with detailed requirements of Pollution Control Devices to be provided and other documents alongwith requisite fee.
