The reply of the Regional Office has been examined and observed as under:
1.RO has not carried out sampling of the STP to comply with the decision of personal hearing given to the hospital before the CEE(P) on 28.03.2024 so far.
2. The hospital has not provided water meters on the pipelines carrying treated wastewater leading to plantation area ,sewer and dual plumbing. As such, the water balancing could not be carried out by the RO.
In view of the above, it is recommended that Consent to operate under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 may be granted to the hospital for shorter period i.e. upto 31.12.2024 with the conditions already imposed in the original consent letters and special conditions that:
1. The hospital shall provide flow meter on the line leading to Plantation area /PUDA sewer/dual plumbing within 15 days and maintain record in this regard.
2.The hospital shall utilize maximum effluent for plantation/green area before discharging the same into PUDA sewer.
3.The HCF shall comply with the effluent discharge standards as per Bio Medical Waster Rules, 2016 (amended from time to time).
EE RO Patiala may be asked to carry the monitoring of STP immediately and carry out water balancing and thereafter recommend the matter for further extension in the validity of the consents and to decide BG of the hospital lying with the Board.
