It is intimated that the project proponent is large scale red category project. The promoter company has submitted Environmental Clearance vide no. SEIAA/2018/1241 dated 07.09.2018 for establishment of group housing project namely “Imperial Apartments” located at Zirakpur, Tehsil Derabassi, Distt. SAS Nagar, Mohali, as per which: -

Earlier, the project proponent was obtaining Consent to Establish (NOC) under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2022/16809863 dated 04.01.2022 valid upto 15.11.2022 for 516 Flats & 17 Shops in an area of 28672 sqm having total built-up area 64328 sqm with discharge of domestic effluent @ 280 KLD after treatment in STP of capacity 425 KLD with subject to suitable conditions mentioned therein. The promoter company has submitted site plan of the proposed project approved by Competent Authority as per which total no. of flats @ 516 flats and @ 17 shops.
Thereafter, the project proponent was granted partial consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2023/23701923 dated 23.10.2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2023/23701941 dated 23.10.2023, both having validity upto 14.06.2024 for 160 flats and discharge of Domestic Effluent @ 84 KLD - After STP, 36 KLD reuse for Flushing purposes and 22 KLD for Green area and the rest 26 KLD discharged into MC sewer with subject to suitable conditions mentioned therein.
Now, the project proponent has applied for obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for 240 flats alongwith requisite documents and fee.
As per record file, the previous consent fee deposited by the project proponent is adequate upto 14.06.2024. Now, the project proponent has deposited Rs. 2,11,200/- vide UTR. No. BARBR52024060600987798 dated 06.06.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 2,11,200/- vide UTR No. BARBR52024060600987734 dated 06.06.2024 under Air (Prevention & Control of Pollution) Act, 1981, against the total cost of the project of Rs. 78.00 crores. The consent fee deposited by the project proponent is adequate upto 14.06.2026 under both acts. The promoter company has already submitted an letter issued by Competent Authority vide no. 6202 dated 27.10.2018 regarding change of land use for Residential (Group Housing) in an area of 34 Bighe, 0 Biswa and 14 Biswasi (Khasra No. 327/65, 70, 71, 72, 69, 275/68, 276/68, 330/66, 67, 273/64, 274/64, 73/2, 74/1, 75/1, 76/1, 731, 328/65/2, 329/66) subject to certain terms and conditions mentioned therein.
The promoter company has already submitted copy of letter issued by MC, Zirakpur vide no. 449/BB, and 488/BB dated 17.04.2018 for solid waste and sewerage connection letter for M/s Harmony Colonisers Pvt. Ltd., Zirakpur project site “Imperial Apartment”, Kishanpura, Zirakpur.
The project proponent has submitted completion certificate issued by M/s Sai Global Nature care regarding installation of STP in which mentioned that:
“This is certified that M/s Sai Global Nature Care has installed and successfully Commissioned STP having capacity 425 KLD at our project Imperial Apartment located at Dhakoli, Zirakpur.
The work has been completed at site on 20th October, 2022. This plant is based on MBBR Technology. The Plant consists of Air Blower, Feed Pumps, Clear Water Pumps, Activated Carbon Filter, and Electrical Equipment’s Commissioned successfully.
We appreciated for the support given by for successfully installation and commissioning of STP.”
The project proponent has already submitted certificate/ ad interim permission granted by Punjab Water Regulation and Development Authority vide permission no. PWRDA/02/2022/L2/319 dated 23.02.2022 regarding permission of abstraction of ground water @ 235m3/day / 7060m3/month subject to suitable terms and conditions mentioned therein.
The site of the project was visited by AEE of this office on 06.07.2024 and during the visit, it was observed as under:-
1. The project proponent has completed the construction work of 240 flats, 17 shops and the project proponent is carrying out the civil construction work of other 2 high rise towers is being carried out.
2. As per the representative about 150 families are residing in the project.
3. The project proponent has provided borewell for abstraction of ground water and as per record about 150 KLD of fresh water is being abstracted daily.
4. However, the project proponent has installed the STP based on MBBR technology followed by UF Membrane, which was in operation during the visit.
5. The project proponent is maintaining operational record of the same and has provided separate water meter in the line leading to green area and dual plumbing.
6. The project proponent has provided the dual plumbing system in the flats constructed at present and has provided permanent cement concrete overhead storage tank at the terrace to reuse the treated domestic effluent for flushing purpose.
7. The project proponent has developed the 02 no. green area/ park for reuse of treated waste water for irrigation.
8. The project proponent has provided green area of about 3946.14 sqm within the project as per approved site plan and has also developed green area along the boundary wall of the project for reuse of treated effluent. The pp is also reuse treated effluent for construction purpose.
9. The pp has provided 5 no. rain water harvesting structures within the project.
10. The project proponent has installed 2 no. of D.G sets of capacity 40 KVA & 125 KVA, both are equipped with canopies and adequate stack height.
11. The project proponent has provided compost pits for composting of wet waste. However, during visit it was advised to provide mechanical composter.
It is brought out here that the total water demand for 240 flats shall be about 162 KLD and 130 KLD domestic effluent will be generated from the project. The pp will utilize 54 KLD for dual flushing, 30 KLD for green area/construction work and the rest 46 KLD shall be discharged into MC sewer.
In view of the above, it is recommended that the consent to operate under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2026 for the operation of 240 flats subject to the suitable conditions and following additional conditions:
1. The promoter shall apply for obtaining extension in consent to establish earlier granted to it immediately.
2. The project proponent shall submit the acknowledgment/corrigendum regarding the change of the project (as per EC total flat are 520 and as per site plan flat are 516) from SEIAA, Punjab.
3. The promoter company shall install mechanical composter of adequate capacity for composting of wet waste within one month.
4. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem on the nearby residential area.
5. The project proponent shall operate its STP regularly & efficiently and shall maintain operational record of the same on daily basis.
6. The project proponent shall maintain separate record regarding treated water being generated from the project and being re-utilized in green area and flushing.
7. The project proponent will not discharge its untreated/treated wastewater into any drain/choe/river under any circumstances.
8. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be collected.
9. The project proponent shall not discharge any treated/ untreated wastewater into sewer/ drain/ choe under any circumstances.
10. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner.
11. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
12. The project proponent shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
13. The Consent is being issued to the project based upon the documents/ information submitted by it along with the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
14. In case the project fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
15. The project shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, at all times.
