It is intimated that the industry is a small-scale orange category unit. Earlier, the industry was granted Consent to Operate under the provisions of Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2023/22488323 dated 07.07.2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2023/22488275 dated 07.07.2023, both having validity upto 30.09.2027 for manufacturing Crushing, Screening & Washing of River Bed Material @12000 CFT/day as product by using River Bed Material @12000 CFT/day as raw material with subject to suitable conditions and special conditions mentioned therein.
Now, the lease of the industry has been transferred to new proprietor and the new proprietor has accordingly applied for obtaining varied consent to operate under Water (Prevention & control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing Crushing, Screening & Washing of River Bed Material @12000 CFT/day as product by using River Bed Material @12000 CFT/day as raw material alongwith requisite documents and consent fee.
As per record file of the industry the previous consent fee under both acts is adequate upto 30.09.2027 against the total cost of assets is Rs. 174.0 lacs. Now, the industry has deposited Rs. 28,000/- vide R. No. 35183301 dated 03.07.2024 under Water Act, 1974, against the total cost of fixed assets is Rs. 80.00 lacs. The consent fee deposited by the industry is adequate upto 30.09.2028 under both acts.
The industry has submitted copy of registered lease deed executed on dated 07.06.2024 between Sh. Sapinder Singh & Sh. Rupinder Singh and M/s Rajiv Stone Crusher Cum Screening Plant of area of land 17.0 Bigha, 3.0 Biswa, which is valid upto 31.05.2038.
The industry has submitted approved site plan prepared by Er. Sushil Kumar Garg Competent Person from Director of Factories, Punjab on dated 23.05.2023.
The industry was visited by the undersigned on 04.07.2024 and it was observed as under:
1. The industry is engaged in business of Crushing, Screening & Washing of River Bed Material.
2. The manufacturing process of the industry is as under:-
River Bed Material—Washing & Screening—Crushing in different sizes—Dispatch.
3. The industry has installed 01 no. Jaw machine, 01 no. rotopactor, 03 no. vibrating screen and machinery of screening cum washing plant in its premises.
4. The industry has provided plant and machinery of stone crushing unit under 02 no. sheds, i.e. at jaw machine and at the rotapactor.
5. The industry has provided chutes of the end of conveyer belts of the stone crusher.
6. The industry has provided separate hodi with the crusher and screening-cum-washing plant and also provided pucca road with interlocking tiles from the main premises of unit to hodi.
7. The wastewater arising from the washing of river bed material will be settled in settling tanks and further water will be recycled/reused in the washing plant. There is no drain/ nallah existing near the plant, therefore, it has no option to bypass the wastewater in any stream.
8. The industry has been advised to provide thickner/centrifuge for reuse the effluent generated from the washing process instead of settling tank.
9. The industry has provided rubber flappers/ chutes at the end of the conveyer belt of crusher.
10. The industry has also provided sprinkler at the edge of conveyer belt to suppress the dust emission.
11. The domestic effluent will be discharged onto land for plantation after passing through septic tank.
12. The industry has installed 1 no. D.G set of capacity 250 KVA, which is equipped with canopy.
In view of above, it is recommended that the consent to operate under Water (Prevention & control of Pollution) Act, 1974 and under Air (Prevention & control of Pollution) Act, 1981 may be granted upto 30.09.2028 with subject to suitable conditions and special conditions that: -
1. That this consent to operate has been issued in supersession of earlier Consent to Operate granted to the industry under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2023/22488323 dated 07.07.2023 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2023/22488275 dated 07.07.2023, both having validity upto 30.09.2027.
2. The industry shall comply with the guidelines issued by State as well as Central Board from time to time.
3. The industry shall maintain the record of consumption of fresh water on daily basis.
4. The industry shall install sludge thickener for recycling of washing effluent within 6 months.
5. The industry shall continue operating the water sprinkler system to suppress the dust emission.
6. The industry shall submit ambient air quality monitoring report from the Boards lab/ approved Boards lab within a period of three months.
7. The industry shall not take participate in any illegal mining activity and shall not procure raw material from any illegal mines.
8. The industry shall comply with the provisions of the Punjab Minor Mineral Concession Rules or any other rules framed there under the Mines and Mineral (Development & Regulation) Act, 1957.
9. The industry shall bound to comply with the bye laws of Master Plan of the area notified by the Deptt. of Town & Country Planning, Punjab.
10. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments.
11. The industry shall not discharge any effluent at any unauthorized place by any unauthorized means i.e. shall not discharge any wastewater in any drain / inland surface waters / drain/choe/nallah/ onto land for stagnation or outside its premises, at any time, under any circumstances.
12. The industry shall ensure that the activity of unit does not create any nuisance in the surrounding areas and no public complaints are received.
13. The Consent is being issued to the industry based upon the documents/ information submitted by it alongwith the online application form. The Board would be at liberty to take penal action against the industry and its responsible/ concerned person(s) in case information/document is detected as incorrect/false/misleading at any point of time.
14. In case the industry fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the industry.
