The industry was granted consent to establish/NOC vide no. CTE/Fresh/MNS/2023/22190358 dated 15.06.2023 for establishment of rice sheller unit of capacity 5 TPH of Raw rice /Sorted Rice with dryer, subject to the conditions mentioned therein.
Now the industry has applied for fresh consent to operate under Water Act, 1974 & Air Act, 1981 through OCMMS for operation of rice sheller unit of capacity 5 TPH of Raw rice /Sorted Rice with Dryer under the Orange category as per the prevailing policy.
The detail of the case is as under: -
The industry has deposited consent fee of Rs. 28,000/- vide R.No. 676962893 dated 25.06.2024 under Water Act, 1974 and Rs. 28,000/- vide R.No. 474153428 dated 25.06.2024 under Air Act, 1981, which is adequate upto 31.03.2028 after deduction of penalty fee, against fixed assets of Rs. 96.54 lacs as per the CA Certificate.
The industry has submitted certificate in Principle Approval issued by Invest Punjab. The industry has also submitted the copy of Electricity Bill of the industry and Undertaking / Completion certificate as commissioning proof.
Earlier, the industry was visited by AEE (OS) of this office on 25.06.2024 and it was observed as under –
1.The rice sheller was not in operation due to off season.
2.The Industry has provided separate cyclones as APCDs with the shelling section as well as with paddy cleaner of dryer section.
3.The Industry has not provided a pucca road within the premises for the movement of vehicles.
4.The Industry has provided fresh plantations along the boundary wall within the premises.
5.The Industry has not provided a windscreen (Jali) over the 10-foot boundary wall in the husk storage area.
6.The Industry has not provided an adequate Septic tank for the treatment of domestic effluent generated.
During visit, the industry was advised to remove all the incompletions observed within a week. Further, the industry has submitted an undertaking (copy attached) after completion of said work.
To check the compliance, the industry was again visited by undersigned on 02.07.2024 and it was observed that the rice sheller has completed the construction work of the 10 feet Bricks wall and 5 feets Wind screen with adequate Length in the husk storage area. Further, the rice sheller has also started the construction work of brick paved road in the Movement area.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity 5 TPH of Raw rice /Sorted Rice with Dryer under the Orange category for a period upto 31.03.2028 with suitable conditions along with special condition that the rice sheller will provide the pucca movement road in the movement area inside the premises within 15 days. |
