File Note: The industry was issued SCN before refusal of consents to operate under the provisions of Water Act, 1974 and Air Act, 1981 with an opportunity of personal hearing before Senior Environmental Engineer on 13.06.2024 wherein it was decided that Environmental Engineer, Regional Office, Bathinda shall visit the site of industry and verify the submission made by the representative of the industry, within 7 days and process the applications on merits. To check the compliance the industry was revisited by undersigned of this office on 2.7.2024 and it was observed as under : - 1. The industry was not in operation during visit and no paper mill sludge was lying in the premises of the industry 2. The industry has installed 2 no. Cardboard rolling machines in the shed. 3. The industry has made arrangement for recirculation of waste water generated from the process and to reuse the same back into process after collecting it in collection tank. The industry has now installed the flow meter on the line for re-utilization of the effluent back into the process. 4.The industry has constructed septic tank for the treatment of domestic effluent with provision to discharge treated effluent onto land for plantation for newly developed plantation inside the premises along the boundary wall. 5. The industry has made proper arrangement for storage of paper mill sludge and has constructed shed of dimensions 50 X 50 feet with brick cement mortar flooring. 6. The industry has provided boundary wall all along the premises. 7. There is no source of air pollution in the industry. 8. The industry has provided fresh plantation along the boundary walls The industry was now found complying with the conditions of consent to establish under the provisions of Water Act, 1974 and Air Act, 1981 granted to it. The industry is now complying with guidelines of SoP for use of paper mill sludge. Recommendations: It is recommended that consent to operate under the provisions of the Water Act, 1974 and Air Act, 1981 may be granted to the industry for six months with usual conditions and special condition that the industry will not process any HW without obtaining actual user/ passbook from the Board.
