File Note: The Colony was earlier granted consent to establish (NOC) of the Board under the Water Act, 1974 and Air Act, 1981 vide no. CTE/Fresh/BTI/2022/18169023 dt. 18.04.2022 for Residential project having 120 flats in an area of 2.19 acres having total built up area of 17083.32 sqm and discharge of domestic effluent @ 67 KLD, which is valid upto 30.09.2023 with suitable conditions Thereafter the PP was granted consents to operate of the Board under the Water Act, 1974 and Air Act, 1981 through online for operation of the project for Residential Flats @ 120 Numbers/Day and for discharge of domestic effluent @ 67 KLD dated 27.6.2023 with validity upto 30.6.2024 Now, the PP has applied for obtaining renewal consents to operate of the Board under the Water Act, 1974 and Air Act, 1981 through online on OCMMS for Residential Flats @ 120 Numbers/Day and for discharge of domestic effluent @ 67 KLD, with requisite documents. The PP has deposited the consent fee of Rs. 2,82,500/- through online vide R.no. 918025634 dated 24.04.2023 under Water Act, 1974 and Rs. 2,82,500/- through online vide R.no. 469131521 dated 24.04.2023 under Air Act, 1981, which is adequate upto 30.09.2028, against the fixed assets of Rs. 4016.46 lacs as per the CA certificate. The PP has also deposited the NOC Regularization fee of Rs. 21600/- for the increased fixed assets. To check the contents of the application, the project was visited by AEE of this office on 5.7.2024 and it was observed as under- 1. The group housing project is fully developed. 2. There are 120 no. residential plots in the project in which more than 20 no. houses are residing. 3. The group housing project has been developed in an area of 2.129 acres and 15% of the area has been developed as green area. 4. The site of the project is already inside the existing colony i.e., M/s Sheesh Mahal. 5. The project proponent has installed upgraded common STP of capacity 1350 KLD for the different residential projects i.e., M/s Sheesh Mahal Developers Limited, M/s Ganpati Enclave, M/s Ganpati Estate-Phase-1, which was in operation. 6. The STP consists of Screen Chamber à Sewage Collection cum Equalization Tank à Secondary Biological Treatment (2 no.) (New+Existing) à Secondary Tube Settler Tank (2 no.) (New+Existing) à Pressure Sand Filter à Activated Carbon Filter à Hypo Dosing à Sludge Drying Beds (New + Existing). 7. Earlier, the treated water sample from the outlet of the STP installed by the colony was collected on 23.8.2023 and as per the analysis report, various parameters are within the permissible limits as prescribed by the Board. 8. The PP has not provided flow meter at the outlet of sewerage pipe of residential tower leading to STP. 9. The PP has provided flow meter at the pipe coming back in project of treated domestic effluent to ascertain the quantity of reuse for green area and for flushing system. 10. The PP has provided flushing system for the reuse of STP treated water. The PP is maintaining water meter record. 11. The PP has not provided mechanical composter for wet waste however the Solid waste if lifted by MC as door 2 door campaign. The colonizer has been covered as bulk waste generated under the Solid Waste Rules, 2016. The solid waste including wet waste is being lifted by MC, BTI in door 2 door scheme collection. Keeping in view of above it is recommended that the application for obtaining consents to operate under the Water Act, 1974 and Air Act, 1981 may be granted to the project proponent for Residential Flats @ 120 Numbers/Day and for discharge of domestic effluent @ 67 KLD, with validity upto 30.9.2028 with suitable conditions along with special conditions that- 1. The PP will provide flow meter at the outlet of sewerage pipe of residential tower leading to STP, within one month.
