It is submitted that earlier the industry was granted consent to operate vide no. CTOW/Varied/FZR/2022/19737427 & CTOA/Varied/FZR/2022/19737273 dated 02.09.2022 for operation of rice sheller unit for manufacturing of raw rice @ 6 TPH, sorted rice @ 2 TPH under the Water Act, 1974 & the Air Act, 1981, under Orange category, both valid upto 30.09.2024 with conditions mentioned therein............. Thereafter, the industry was granted consent to establish (NOC for expansion) vide no. CTE/Exp/FZR/2023/19736565 dated 13.08.2023 for production of Raw Rice with Dryer @ 7 TPH alongwith Sorted Rice @ 7 TPH…………….. Now, the industry has applied for varied consent to operate under the Water Act, 1974 and the Air Act, 1981 for operation of raw rice shelling unit for manufacturing of Raw Rice with Dryer @ 7 TPH alongwith Sorted Rice @ 7 TPH. Details of the case are as under:- 1) The industry has submitted certificate from CA showing the total gross block of fixed assets of Rs. 189.91 Lakhs as on 26.06.2024. The industry has deposited Rs. 42,000/- vide UTR no. SBIN124179454420 dated 27.06.2024 under the Water Act, 1974 and Rs. 42,000/- vide UTR no. SBIN124179486979 dated 27.06.2024 under the Air Act, 1981, which is adequate for a period upto 30.09.2028 under both Acts. ……………… The industry was visited by undersigned (AEE) on 28.06.2024 and it was observed as under:- 1) The industry was not in operation during the visit as milling season has been completed. The industry has now installed 2 no. dryers (already existing), 4 no. dehuskers, 3 no. paddy separator (1 no. as standby), 6 no. polishers in its premises for achieving additional capacity. 2) The industry has installed cyclone separator as APCD with the shelling section and paddy pre cleaner with stacks of adequate height and with adequate sampling arrangements. 3) The industry has provided storage room of adequate size for storage of rice husk. 4) The industry has provided pucca road for movement of vehicles. 5) The industry has installed septic tank for treatment of domestic effluent generated. …………… The industry is complying with the provisions of the Water Act, 1974 and the Air Act, 1981 as well as code of practice notified by the Govt. of Punjab, Department of Science, Technology & Environment vide notification no 10/48/2004-STE-(4) / 932 dated. 15/10/2013. ……….. The competency for grant of consents to the rice shellers with dryer lies with the Environmental Engineer of the Regional Office. Keeping in view of above mentioned facts, it is, therefore, recommended that consent to operate granted under the Water Act, 1974 and the Air Act, 1981 may be granted to the industry for a period upto 30/09/2028 for operation of rice sheller unit to manufacture raw rice with dryer @ 7 TPH and Sorted Rice @ 7 TPH, under Orange category, subject to the suitable conditions and a specific condition that the industry will get its emissions analyzed from Board's lab, during paddy season 2024-25.
