• The industry is a large scale red category unit.
• The industry was granted consent to operate under Water (Prevention & Control of Pollution) Act 1974 and under Air (Prevention and Control of Pollution) Act, 1981 which were valid upto 19.06.2024 for the storage of MS,HSD,MTO ,Ethanol, Hexane, SBP @ 26402 KL/Year.
• Now, the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS and detail of the same as under:-
1. The industry has deposited of Rs. 5,04,000/- (i.e Rs. 2,52,000/- under Water Act, 1974 and Rs. 2,52,000/- under Air Act, 1981) Vide UTR No. SBINR12023032038445910 Dated 20.03.2023 and Rs. 21,600/- Vide UTR No. CBINH23299672846 Dated 26.10.2023 as NOC regularization fee against the fixed assets of Rs. 52.61 crore, which are adequate upto 31.03.2026.
2. The industry has increased its total fixed assets from Rs. 45.25 crore to Rs. 52.61 crore. The industry has increased total fixed assets of Rs. 7.36 crore. The industry has submitted detail of its increase of fixed assets as per which the industry has not installed any polluted machinery at site.
3. The industry has submitted on-site and off-site emergency plans alongwith its application.
4. The industry has submitted approval of site from Additional Director of Factories, Punjab dated 12.10.2010.
5. The industry has already granted authorization under Hazardous and Other Wastes (Management and Transboundary Movement) rules, 2016 valid upto 13.02.2028.
6. The industry has submitted compliance report of special condition granted consent under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 and the same is as under:-

1 The industry shall submit on –site and off-site emergency plans including
compliance with in this period. The industry has submitted on site and off site emergency plan alongwith its application.
2 The industry shall obtain authorization for hazardous waste and sludge deposits in tanks. The industry has obtained authorization under Hazardous and Other Wastes (Management and Transboundary Movement) rules,2016 which is valid upto 13.02.2028.
3 The industry is required to submit land use certificate from DTP for long term consents This letter may be appended with original consent letter issued vide letter No.
CTOW/Renewal/JAL/2020/12422273 dated 28/04/2020. As per application of the industry, the date of commissioning of the unit was April/1997 which is before the notification of approved Master Plan, Jalandhar (2009- 31). As per approved Master Plan, Jalandhar, the site of the industry is considered/shown in the Map for storage of WHOLE SALE MARKET, GODOWNS, FRUIT & VEGETABLE AND GRAIN MARKET, OIL DEPOT. The industry has also submitted an approval letter of the present site issued by Additional Director of Factories, Punjab dated 12.10.2010.
• The industry was already visited by AEE of this office on 17.05.2024 and it was observed that:
1. The industry was in operation during visit. The industry was engaged in the process of receipt, storage delivery of petroleum products.
2. The industry has provided 19 no. M.S tanks for the storage of raw material at site and storage capacity of these tanks @ 26402 KL.
3. The industry has provided 3 No. Oil water separator for treatment of effluent generated from mock drill preformed at site once in a month and the treated effluent was further discharged on to land for plantation. The representative informed during the visit that the cleaning of tanks is carried out once in five years and the cleaning of tanks were done in last year.
4. The industry is discharging its domestic effluent onto land for plantation / gardening after septic tank at site.
5. The industry has installed 02 no. D.G set of capacity 320 KVA and 160 KVA with canopy at site.
6. The industry is a large scale red category unit and the Competency to decide such type of cases lies with Hon’ble Chairman of the Board.
Recommendation:- Keeping in view of above, it is recommended that the renewal of consent to operate under Water (Prevention & Control of Pollution) Act 1974 and under Air (Prevention and Control of Pollution) Act, 1981 may be granted for the period upto 31.03.2026 with suitable conditions and with special condition that:-
1. The industry shall store/dispose off sludge to be generated from cleaning of tanks as per provisions Hazardous and Other Wastes (Management and Transboundary Movement) rules, 2016. (Competency Hon’ble Chairman of the Board).
