Subject: Application for renewal consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974-M/s R P Multimetals Private Limited (Unit 2) (Phase-1), Vill Jalalpur, Near Jalalpur Bus Stop, Amloh Road, Mandi Gobindgarh, Fatehgarh Sahib.
It is intimated that the industry medium scale red category unit was granted consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/FGS/2024/24410058 dated 04/04/2024 valid upto 30/06/2024 and CTOA/Renewal/FGS/2023/22009522 dated 08/07/2023 valid upto 31/03/2024 for the manufacturing of Zinc strip @ 8.5 MTD.
Now, the industry has applied for renewal consent to operate under the provision of Water (Prevention & Control of Pollution) Act, 1974 with requisite documents. The application of consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 is under process separately.
As per record of the industry the consent fee under the Water (Prevention & Control of Pollution) Act, 1974 against total fixed assets Rs. 1595.91 Lakhs as on 31/10/2023 CA certificate dated 24/11/2023, which is adequate upto 31/03/2028. Now, the industry has submitted the CA certificate of Rs.1557.83 Lakhs as on 31/03/2024 CA certificate dated 17/06/2024. The consent fee under the Water (Prevention & Control of Pollution) Act, 1974 is adequate upto 31/03/2028 as per office order dated 29/10/2018.
Further, the industry has submitted the slag test report from M/s Sophisticated Analytical Instruments Laboratories Society, Patiala on 03/05/2024 as per report the result is within limits as prescribed by the Board. The stack emission sample was collected by the Board's Lab on 28/03/2024 as per result the Particulate Matter is 15 mg/Nm3 which is within limits as prescribed by the Board.
To verify the contents, the industry was visited by the AEE of this office on 01/07/2024 During the visit, it was observed as under:
1. The industry was in operation during the visit.
2. The industry has installed zinc waste recovery plant for recovery and purification of zinc, the main structures observed in the plant are 4 no. calcination rooms. The emissions generated from this section is being taken to tower scrubber for scrubbing and APCD was in operation at the time of visit.
3. It has installed 2 no. Pulping tanks of capacity 14 KL each where ammonium chloride and fresh water is added followed by leaching tanks of capacity 21 KL were also in operation.
4. The industry has provided 2 Filter presses Section-I of capacity 1.5 KL each, 1 no. storage tank of capacity 37 KL. About 50-55% of sludge is generated and the rest filtrate is taken to 2 no. purification tanks of capacity 21 KL each (about 10 Kg Zinc powder per batch is added to precipitate lead) & 2 no. filter presses section-II of capacity 0.75 KL are installed followed by Storage tank of capacity 37 KL. The lead mainly settles in the purification tank which is taken out after 15 days manually from the bottom the tank and the rest is collected from filter press.
5. The filtrate from filter presses section-II is taken to Neutralization tank (Ammonium water and polyethylene glycole for addition for pH balance and homogenization). Cooling tower is provided for maintaining temperature in the range of 45-50 degree Celsius in the section
6. The industry has provided Electrolysis tank @ 4 KL each (30 no.). The final product i.e. pure zinc is being recovered after the electrolysis from the cathode plate. The industry has made arrangements to tap emissions generated from tanks but during visit ammonia emissions could be sensed and it was felt that additional arrangements /suction improvement is required for complete taping of emissions from this section. Those emissions which were being tapped were being taken to tower scrubber for scrubbing and was in operation at the time of visit.
7. The industry is generating lead residue from filter press-II / purifications section. The residue was lying in storage room and below the filter presses.
8. The industry has provided septic tank for treatment of domestic effluent.
9. During the visit, an iron sludge sample was collected from Filter Press-I and sent to M/s Sophisticated Industrial Material Analytical Labs Pvt Ltd., C-3/7, Mayapuri Industrial Area, Phase-II, New Delhi for TCPL testing. The analysis report was received via email on 06/07/2024, indicating that all parameters of the TCPL test are within the limit and that the sample is non-hazardous. Additionally, a slag sample was collected from M/s R.P. Multimetals Pvt. Ltd., Village Jalalpur, and sent to the same lab for TCPL testing. According to the analysis report, all parameters of the TCPL test are within the limit, and the sample is also non-hazardous. Reports are attached.
10. The industry has constructed impervious shed with pucca flooring to store press mud. The leachate collected in the garland drain has been discharge in the mixing tanks.
11. The industry has installed water meter on its submersible pump and its reading was 9289.295 Kl.
Moreover, the Board vide Head Office letter no. 768-97 dated 13/01/2021, decided as under:
"The Board shall continue to grant consent to establish/consent to operate to the industries with the advisory to obtain necessary clearance for abstraction of ground water from the Punjab Water Regulation and Development Authority (PWRDA). However, aforesaid clearance shall not be insisted upon by the Board at the time of grant of CTE/CTO to the industries."
PWRDA vide notification dated 27.01.2023 has exempted units from obtaining any permission of the authority, which are extracting not more than 300 cubic meters of ground water per month.
In the subject cited case, the industry has mentioned ground water extraction @ 58.0 KLD. Considering 30 working days per month, ground water extraction will be 1740 KL/month, which is more than 300 KL/month. The industry has obtained permission from PWRDA vide no. PWRDA/I/09/2023/LI/105 dated 25/09/2023.
In view of above, if approved it is recommended that the renewal consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted upto 30/06/2027 with suitable conditions and special conditions as under:
1. The industry shall comply with the conditions of the Punjab Water Regulation and Development Authority (PWRDA).
2. The industry shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities.
3. The industry shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
4. The industry shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
