The project proponent has proposed to establish a new petrol pump under small scale green category for Petrol & Diesel @ 10000 Ltr/day at location; Between Reliance Badrukhan Pump And National Institute Of Nursing On Sangrur Bypass Road, Vill. Badrukhan, Distt Sangrur, of M/s Bharat Petroleum Corporation Ltd., without generating any trade effluent. The domestic effluent @ 0.5 KLD will be discharged onto land for plantation after passing through septic tank.
The project proponent has deposited NOC fee of Rs. 2,200/- (1,400/- deposited vide UTR. No. 29714541 dated 15.05.2024 and Rs. 800/- deposited vide UTR. No. HS92417047389879 dated 15.05.2024) against the proposed project cost of Rs. 28.57 Lacs, which is adequate.
The project proponent has submitted report issued by Tehsildar, Sangrur vide dated 12.04.2024, wherein, it is mentioned that the said project is falls in land bearing Khasra No.161//16/min (1-0-1/5) & 161//17/min (2-0), Village Badrukhan, Tehsil & District Sangrur. There is no gas pipe-line, hospital, school, residential colony and religious place falls within the 50 mtr radius of the project site.
The project proponent has submitted project report, Aks latha, lease deed of land, Drawing approved by PESO and Letter of Intent issued by M/s Bharat Petroleum Corporation Ltd.
The site of the project was also visited by the officer of this office on 07.06.2024 and observed as under:
1. The site of the unit is located at Village Badrukhan, Tehsil & District Sangrur.
2. Presently the land of the project is lying vacant.
3. The project proponent has taken land on lease, which is valid upto 23.08.2043.
4. There is no gas pipe line, hospital, educational institute, approved residential area/colony, water source and religious place within 50 mtr of the proposed site.
5. There is 11 KVA high tension wire passes over the site. In this regard, the project proponent has deposited fee in PSPCL for shifting the same and same will be shifted form the site within 2 months. The project proponent has also submitted assurance letter mentioning that "the construction activity will be started only after the HT line be shifted, as the request has already been made in PSPCL to shift the same, which is under progress."
6. As per the project proposal, there will no generation of any trade effluent and there will be no source of air emission.
7. The industry has proposed to discharge its domestic effluent onto land for plantation after passing through septic tank.
8. The project proponent has proposed to install a D.G set of capacity 25 KVA equipped with canopy and stack of adequate height.
9. The project proponent has assured that it will be bound to comply with the guidelines issued by CPCB/PPCB.
Hence, the site is suitable for establishment of proposed petrol pump.
In view of the above, it is recommended that the project proponent may be issued consent to establish/NOC for setting up proposed petrol pump with usual conditions and special condition that
1. The petrol pump will be bound to comply with the guidelines issued by the CPCB vide its notification no. 10802-10847 dated 07.01.2020.
2. The petrol pump will be bound to comply with the conditions imposed in Letter of Intent issued by M/s Bharat Petroleum Corporation Ltd.
3. The project proponent will be bound to shift the 11 KVA high tension wire from its proposed site well before start of construction as per assurance given by it.
