The project proponent was given personal hearing before the Chairman of the Board for violation of the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 on 25.06.2024 and during hearing it was decided as under:
1. Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar shall visit the project site immediately to verify the contentions of the project proponent w.rt compliance of EC conditions and thereafter send the report alongwith recommendations within 7-days.
2. The consent applications applied under the Water (Prevention and Control of Pollution) Act, 1974 and the Air (Prevention and Control of Pollution) Act, 1981 will be decided on merits after the receipt of report from Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar.
3. The project proponent shall deposit Environmental Compensation amounting to Rs. 2.0 Lakhs in the O/o Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar within 7-days due to degradation of the environment done by the project proponent.
The copy of proceeding was conveyed to the project proponent through Board’s letter no. 1761 dated 03.07.2024.
In compliance of the decision no. 3 of the proceeding the project proponent has deposited Environmental Compensation amounting to Rs. 2,00,000/- vide R no. 23/5505 dated 01.07.2024.
In compliance of the decision no. 1 of the proceeding the site was visited by the Officer of the Board on 28.06.2024 and during visit it was observed as under:
1. The project is residential plotted township.
2. The project proponent has provided to develop residential township of total plots @1397.
3. The individual plot owners have completed construction on 834 plots. Presently, 552 families are residing in the colony as confirmed by the representative of the project.
4. The project proponent has also completed 78 no SCO, 34 no. booths & 1 no. club house. The representative of the project proponent informed that about 60 no. SCO occupied and 34 booths are occupied.
5. The project proponent has set up 02 tubewell and water meter installed on both the tubewell.
6. The project proponent has installed STP of capacity @ 1500 KLD and same was found in operation.
7. The project proponent has rectified the short comings in the STP as observed during last visit. The project proponent has provided media in the aeration tank. The sludge drying beds has been cleaned and filled with fresh media. Also, the media in the sand and carbon filters has been replaced.
8. The project proponent has closed the leakage of treated effluent from plantation area to the drain by providing fresh soil along the drain area. The plantation area developed @ 2 acres land as per Karnal Technology has been cleaned with proper distribution of treated effluent into the rows.
9. The project proponent has also channelized the distribution of treated effluent into 15 park & green area @ 11.68 acre.
10. No stagnation was observed in and around the residential township as well as in the plantation area.
11. The project proponent has also connected the sewerage line to inlet tank of STP. The treated water quality was found good, as observed during visit. The project proponent has installed water meter on the outlet line. The project proponent has developed @ 2 acres land as per Karnal Technology
12. The project proponent has installed 01 mechanical composter for the treatment of wet biodegradable solid waste.
13. The project proponent has installed 03 DG set of capacity 25 KVA, 35 KVA & 82.5 KVA, all are equipped with canopy and stacks of adequate height.
14. The project proponent has constructed 08 no. Rain Water Harvesting Pits.
15. During visit
From the above, the project proponent is complying with the decisions of the personal hearing as well as provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 31.03.2025 subject to suitable conditions and following additional conditions that:
1. The project proponent shall comply with the conditions of Environmental Clearance granted by the Competent Authority.
2. The project proponent shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
3. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
4. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
5. The project proponent shall maintain the record of energy consumption utilized for the operation of STP.
6. The promoter shall not discharge the effluent into any drain/choe/nallah/river/inland surface water under any circumstances in any case.
7. In case the promoter fails to comply with the provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and/or any other environmental law applicable to the project and Rules, Circulars & Directions issued by the Board from time to time, action as deemed fit shall be taken against the promoter.
