The industry is a small-scale orange category unit and engaged in the process of screen printing & table printing………………………………..
Earlier the directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 has been confirmed for the closure of the industry, sealing of wet process & DG set of the industry and disconnection of electric supply of the industry by the PSPCL Authorities without giving any opportunity of personal hearing………………………………….
Accordingly, temporary disconnection number was issued by the PSPCL authorities i.e. TDCO no. 139/298 dated 16.05.2023……………………………..
Thereafter the industry has applied for renewal Consent to Operate under Water Act, 1974 and Air Act, 1981 and the Consent to Operate was granted under Water Act, 1974 vide no. CTOW/Renewal/LDH4/2024/24357567 dated 04.01.2024 and Air Act, 1981 vide no. CTOA/Renewal/LDH4/2024/24357575 dated 04.01.2024, which are adequate upto 30.06.2024 and electric connection of the industry was temporary restored for six months i.e. upto 30.06.2024………………………………………………….
Now, the industry has applied for varied Consent to Operate under Water Act, 1974 and Air Act, 1981 through OCMMS for restoration of permanent electric connection…………………………...
The industry has deposited consent fee, which is adequate upto 31.03.2030………………………...
To verify the facts, the industry was visited by the AEE of Regional Office on 02.07.2024 and it was observed as under: -
1. The industry is located in Focal Point, Phase-6, Ludhiana and is engaged in printing work (wet Process) and pasting stickers on the garments (dry Process).
2. The industry has installed ZLD for the treatment of effluent generated from the washing of the printing section.
3. The industry has provided electric water meters at the outlet of the ZLD, at the pipeline carrying reuse treated waste water for reuse back in the washing section and also at the source of fresh water consumption. The industry is maintaining the record of treated water discharge, re-use water and total water consumption and record has been found in order. The industry is operating its ZLD efficiently and also maintaining the record. The industry has also provided the energy meter for the ZLD and also maintaining the record of energy meter reading.
4. The industry has installed one no. D.G set with canopy.
5. The industry has been visited three times i.e. on 17.05.2023, 31.12.2023 and 02.07.2024 and no violation has been observed w.r.t water and air pollution.
As proposed by Regional Office, may, if approved:
1. The varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 be granted to industry upto 30.06.2029 with special condition that :-
a. The industry shall operate its ZLD system regularly and efficiently.
b. The industry shall maintain the record of operation of ZLD.
c. The industry shall not discharge any treated/untreated effluent outside its premises at any time.
2. Directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 be issued to the PSPCL authority to restore electricity connection of the industry permanently.
