Comments of visiting Officer: -
• It is intimated that the hospital is a small-scale hospital with 10 beds capacity.
• Now, the hospital has applied for fresh of consent to operate under Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention and Control of Pollution) Act, 1981 through OCMMS of the Board.
• The hospital has deposited Rs. 12,000/- Vide UTR/Reference No. N114243000236741 Dated 23.04.2024 under Water Act, 1974 and Rs. 12,000/- Vide UTR/Reference No. N114243000150495 Dated 23.04.2024 under Air Act, 1981, which are adequate upto 31.12.2028.
• The hospital was visited by AEE of this office on 08.07.2024 and observed that:
a. The hospital having bed capacity of 10 as per certificate Submitted by the hospital. The hospital has made an agreement with Meridian Milieu Care Pvt. Ltd., Jalandhar for the treatment of bio medical waste generated at site, which is valid upto 10.11.2026.
b. The hospital was discharging its effluent generated from OT section after treating with 1% hypo chloride solution for 30% residual chlorine and then is discharged into sewer.
c. The effluent is discharged into sewer. It is however added here that as per notification dated 31.12.2021, HCFs upto 50 bed capacity connected to public sewer within MC limit with terminal STPs are not required install ETP cum STP. The effluent from the hospital is discharged into MC sewer, which is connected to terminal STP.
Keeping in view of above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act 1974 and the Air (Prevention & Control of Pollution) Act 1974 may be granted to the hospital upto 31.03.2028 with usual terms and conditions and with special condition that: -
i) The HCF shall ensure to comply with the effluent standards as notified under BMW Rules, 2016, amended upto date and subsequent amendments if any.
ii) The HCE will renew its agreement with concerned CBWTF on expiry of the same.
iii) The hospital will obtain varied consents if in future it increases its beds capacity or installs operation theatre, lab, laundry facility etc.
