Sub: Proceeding of the personal hearing given before the Senior Environmental Engineer, Zonal Office-I, Ludhiana on 03.07.2024 w.r.t. show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 to M/s Minar Reclamation Private Limited, Opposite Metro Tyres, G.T. Road, VPO- Jugiana, Ludhiana.

The Add. Senior Environmental Engineer, Zonal Office-1, Ludhiana brought out that the industry is small scale red category unit engaged in manufacturing of rubber reclaiming process.
The industry was earlier granted consent to operate under Water Act, 1974 and Air Act, 1981 dated 09/06/2023 valid upto 30/06/2027 for manufacturing of Reclaim Rubber @ 48 MT/day.
The industry has now applied for varied consent under the Water Act, 1974 & Air Act, 1981 for additional product Crumb rubber @ 43 MTPD.
The application of the industry has been perused and it has been observed as under:-
1. The industry has applied for varied consent under Water Act, 1974 & Air Act, 1981 for additional product Crumb rubber & has made expansion without NOC of the Board.
2. The industry has not installed APCD with grinding section to control process emissions.
3. The industry has not provided re-circulation system of cooling water.
4. The industry has not submitted Compliance Report of conditions of previous granted consents in annotated form.
5. The industry has not submitted details of plantation area for discharge of domestic effluent.
6. The industry has not submitted details of modification made in existing machinery.
7. The industry has not submitted approved building plan from the Competent Authority.
In view of the above, the industry was issued show cause notice for refusal of consent to operate under the Water Act, 1974 and Air Act, 1981 with hearing before the Senior Environmental Engineer of the Board on 03.07.2024.
Sh. Aman Goyal, Director of the industry attended the hearing and submitted written reply which has been taken on record. He submitted that the industry is engaged in manufacturing of rubber reclaiming process and already started the production of crumb rubber. They have applied for varied consent under Water Act, 1974 & Air Act, 1981 for additional product Crumb rubber. They have provided adequate APCD with grinding section to control emissions. For new production there is no need to install additional machinery. They are submitting details of modification made in existing machinery. They have not changed the building and not constructed anyy new building in its premises. They have provided cooling tower to re-circulate the cooling water. They have provided adequate plantation area for discharge of domestic effluent. They have submitted copy of approved building plan from the Competent Authority and compliance report of consent conditions.
After hearing the industry, officer of the Board and considering material facts on record, the Senior Environmental Engineer of the Board decided that:-
1. The industry shall operate the APCD regularly & efficiently so as to achieve the prescribed emission standards of the Board.
2. The industry shall provide adequate plantation area for discharge of domestic effluent.
3. The industry shall re-circulate entire cooling water and discharge only domestic effluent onto land for plantation
4. The Environmental Engineer, Regional Office shall verify submissions made by the industry and submit recommendations, accordingly
