Sub:- Application for obtaining consent to establish (NOC) from pollution angle under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981-M/s Stand Alone Project Commercial Colony (the Lot) H.B. No. 243, Amritsar-Pathankot Bye Pass, Village-Khatib, Tehsil-batala, Districtgurdaspur.
The project proponent has applied for obtaining Consent to Establish (NOC) under the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 for setting up of Food Court for various outlets under Green Category through OCMMS mode.
It is further intimated that the industry has deposited Rs. 22,100/- vide UTR No. 6812943 dated 01/07/2022 as consent to establish (NOC) including Rs. 500/- as form downloading fee against gross value of project worth Rs. 1339.20 Lacs and same is adequate for one year period.
The Competent Authority Cum Commissioner, Municipal Corporation, Batala, vide his office letter no. 1232 dated 21/05/2024 reported as under:-
The license is granted under Punjab Apartment and property Regulation Act, 1995 for Stand Alone Project Commercial Colony (The Lot) sisuated at Amritsar Pathankot Bye Pass, Village-Khatib, Tehsil-Batala, District-Gurdaspur H.B. No. 243, Khasra No. 21//12/3, 13/2/2, 13/2/1, 14/1, 17/2 (Min), 18/1 (Min) belongs to premotor Sh. Ravi Inder Singh S/o Sh. Bhupinder Singh Registration No. ACA/ADA/ASR/2023/32863 dated 14/12/2023 R/o House No. 2316-C, Ranjit Avenue, Amritsar Total area of colony 7865.00 Sy.yards.
The industry was visited by undersigned on 01/07/2024 and observed that the site lies on the left side of Amritsar-Pathankot Bye Pass, Village-Khatib, Batala, District-Gurdaspur. During the visit, the project proponent has started the construction activity at the site. As per the representative of the unit, there will be construction of Food Courts of different outlets in the premises. The project proponent has proposed to install an STP for the treatment of trade effluent generated from the premises of the unit. The waste water to be generated from the premises will be @ 22 KLD and same will be sent to oil & grease chambers for separation of oil and after wards it will be sent to STP. The STP consists of Screen Chamber- Oil & Grease Trap- Collection Tank- MBBR-I- MBBR-2, Secondary Tube Settler- Filter Feed Tank- Pressure Sand Filter-Activated Carbon Filter- Sludge Draying Beds. The treated effluent will be partially utilized into utility purpose and partially for the irrigation of gardens and plantation area. The industry has proposed to install an D.G. set of capacity 125 KVA with canopy and adequate stack height.
It is pertinent to mention here that as per the approved drawing submitted by the project proponent the covered area of the unit is less than 20,000 sq.mts due to which the project is not covered under EIA notification, 2006.
If approved:-
“Consent to establish (NOC) from pollution angle may be granted to the project proponent for one year period with the suitable conditions.
