The reply of the observations raised by the Competent Authority is as under:...........
The industry is a large scale red category unit producing electric power from Agricultural Waste and Bio-Fuel / Cow Dung @ 10MW. The industry has installed a Power Plant generating electricity @ 6 MW/hr from agricultural waste including paddy, dry leaves, mustered / cotton stalks, maize cobs etc @ 460 MTD. The industry has installed a Bio-Gas Plant to produce electricity @ 4 MW/hr from cow dung @ 200 MTD and Sugar Mill press mud @ 260 MTD with 2 No. Bio-generators of capacity 2 MW/hr each.
Earlier,the industry was given hearing before Chairman of the Board on 11/05/2022 in which one of the decision that the industry shall submit 02 separate Bank Guarantees of Rs. 7.5 lacs each as an assurance to comply with provisions of the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981, as was earlier decided during hearing before the Chairman of the Board on 06/08/2019 within 20-days.
Accordingly, the industry was earlier granted consent under the Water Act, 1974 and Air Act, 1981 which were valid upto 31.03,2024 for production of electrical power @ 10 MW from Agricultural Residue @ 220 MTD for trade effluent @ 135 KLD and domestic effluent @ 18 KLD with Boiler of Capacity 30 TPH, 02 No. of Bio-generators. As the industry was complying with the decisions of the personal hearing dated 11.05.2022.
Although, the industry was granted consent for the trade effluent @ 135 KLD from various streams, however, the industry is generating trade effluent @ 30-40 KLD only from RO Plant and the RO reject. The cooling water blow down, boiler blow down is being re-circulated. The industry has installed ETP consisting the components collection tank, doing tank, flocculator, clarifier, sludge drying beds. The industry is not operating the ETP claiming that RO Reject is found to have TDS of around 600 PPM and about 8-10 PH only as such ETP is not required and even this water is used for sprinkling on Ash or Plantation. The effluent is discharged for ash Quenching/Conditioning,Dust suppression,Green Belt Irrigation. The industry has made agreement with the Gram panchayat, Binjon, Tehsil Garhshankar for the disposal of the ash for low lying area. The industry has not submitted any plan to reuse fly ash for brick making plant, cement industry etc. As reported above, the industry has submitted 02 bank guarantees of Rs. 7.5 lacs each as decided in the personal hearing before the Chairman of the Board on 11.05.2022 as an assurance to comply with provisions of the Water (Prevention & Control of Pollution) Act 1974 and Air (Prevention & Control of Pollution) Act 1981. As the industry is seasonal and earlier was visited twice on 27.04.2023 and 12.03.2024 and found complying various provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
Keeping in view of above and considering the industry using Agricultural Waste and Bio-Fuel as raw material resulting decrease fire incidents during stubble buring season, submitted for approval as already recommended by this office please. |
