File Note: It is submitted that the project proponent has applied for obtaining NOC with the following proposal for disposal of treated wastewater: "As per the project report submitted by the project proponent, the total population of the project will be 880 persons. The total water requirement of the project is 119 KLD, out of which 79 KLD of water will be met through submersible and the remaining 40 KLD will be met by recycling of treated wastewater. The total wastewater generation from the project will be 95 KLD which will be treated in a STP of capacity 140 KLD to be installed within the project premises. The total treated wastewater generation from STP will be 95 KLD, out of which 40 KLD will be used for flushing purpose and remaining will be used for onto land for irrigation in an area of 2088 Sqm as per Karnal Technology, which is inadequate. As per the report of R.O, the proposal submitted by the project proponent for disposal of treated wastewater is inadequate.” Accordingly, the PP was issued show cause notice for refusal of NOC due to inadequate disposal of treated wastewater proposed by project proponent. Thereafter, the project proponent submitted the reply to show cause notice, which may kindly be perused attached herewith. In the said reply, the project proponent mentioned as under: "It is informed that we will use treated wastewater for flushing purposes, plantation purposes and remaining into sewer. The treated wastewater will be discharged into sewer only after obtaining permission from MC and keeping in view the capacity of the terminal STP. But in any case, we will not be able to discharge treated wastewater into sewer, electric evaporator of adequate capacity will be installed to handle the treated wastewater. We will reserve the sufficient land for installation of evaporator and same will be earmarked in the approved layout plan of the project. In this regard, I hereby undertake that the land which will be reserved for installation of evaporator will not be used for any other purpose." Further, as desired by competent authority as per Environment Clearance, the details of the disposal arrangement of treated wastewater @ 105 KLD available at the outlet of STP are given as under: Sr. no. The STP at Zirakpur is currently under capacity and as such disposal arrangements suggested by the project proponent are in-adequate. As such, due to non-availability of adequate disposal arrangements, it is recommended that “Consent to Establish” (NOC) from pollution angle under the provisions of the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be refused due to inadequacy of disposal arrangements, please.
