Sir, the subject cited industry was granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 valid upto 04/06/2024 and the Competent Authority of the Board has decided to issue directions u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 for restoration of electric connection available to the industry/ premises temporarily upto 04.06.2024. "That the authorities concerned shall restore the supply of electricity available to the industry/ premises temporarily for six months i.e. upto 04.06.2024 with immediate effect." Now, the subject cited industry has applied for obtaining fresh 'Consent to Operate' under the Water Act, 1974 with requisite documents. The industry has deposited consent fee against the un-depreciated fixed assets of Rs. 23.55 Lacs as on 16/04/2024 as per CA Certificate dated 21/06/2024, which is adequate upto 30/06/2028 under Water Act, 1974, as per Board's Office Order dated 29/10/2018. There is no increase in production capacity as well as pollution load.
The industry was visited by RO on 26.06.2024 and it was observed as under:-
1. The industry was not in operation.
2. The industry has made an agreement with M/s JBR Technologies Pvt. Ltd., (re-processor) for lifting of trade effluent @ 2000 Ltr/month.
3. The industry has installed water meter in the process area. During visit, the water meter reading was 32.80 KL.
4. The industry has maintained the record of water meter reading regarding consumption & effluent lifted to M/s JBR Technology Pvt. Ltd., Ludhiana.
5. Entire unit was thoroughly checked and no bye pass was observed during visit. In the subject cited case, the industry has mentioned ground water extraction @ 0.58 KLD. Considering 25 working days per month, ground water extraction will be 14.5 KL/month, which is less than 300 KL/month.
RO recommended that the industry may be granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 for six months with suitable conditions as per policy of the Board and PSCPL authorities may be directed to temporarily restore its electric connection for the period of six months.
In view of above it is recommended that the industry may be granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 for six months with suitable conditions as per policy of the Board and PSCPL authorities may be directed to temporarily restore its electric connection for the period of six months.
