The industry is a medium scale red category unit…………………………………
The industry was given personal hearing before the Hon’ble Chairman of the Board, on 14.06.2024 for u/s 33-A of the Water (Prevention & Control of Pollution) Act, 1974 and u/s 31-A of the Air (Prevention & Control of Pollution) Act, 1981, wherein it was decide as under:-
1. Directions u/s 31-A of the Air Act, 1981 and 33-A of the Water Act, 1974 be issued against the industry that the industry shall not operate any industrial activity in residential area portion.
2. The industry shall apply for consent, within 07 days, in 2/3 area only which falls in industrial mix zone.
3. The industry shall develop its plantation area with karnal technology for disposal of domestic effluent after passing through septic tank, within 15 days.
4. The industry shall operate its APCD regularly and efficiently.
5. The Environmental Engineer, Punjab Pollution Control Board, Regional Office-4, Ludhiana shall visit the industry, verify the contentions made by it and submit the report along with conclusive recommendations, within 15 days…………………………
The industry has now applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974………………………………
The industry has deposited consent fee, both are adequate upto 31.03.2029…………………………………..
The industry was earlier visited by AEE of RO on 08.07.2024 and observed as under: -
1. The industry was in operation and engaged in manufacturing of agriculture products.
2. The industry has installed one hot dip galvanizing furnace including pickling section. The industry has provided water scrubber as APCD with galvanizing furnace, During visit, galvanizing process was not in operation.
3. The industry has now upgraded its APCD and rectified all the violations observed during visit on 29.05.2024. During visit, visit, galvanizing process was not in operation. Thus, the efficiency of APCD shall be monitored in coming days.
4. The industry has newly added non-polluting machinery i.e. Fiber Leaser welding Machine and Leaser Cutting Machine of total amounting to Rs. 4.25 Cr.
5. The industry has provided water meter on source of fresh water supply in the process area, reading of the same was 477.7 KL. The industry has consumed (477.7– 472.9) = 4.8 KL of fresh water in the process from 01.06.2023. The industry has used around 19.145 KL of HCL in the process. The industry has got lifted 15.260 KL of effluent in the said period. Around 6 KL was stored as opening balance on 01.06.2024. During visit, around 12-13 Kl of effluent was stored in the pickling tanks. As per water auditing, the fresh water consumed in the process is almost similar to the effluent lifted to the CETP operator.
6. The industry has made MOU with CETP operator for lifting of HCL spent @ 20KLM.
7. The effluent/spent acid is being lifted from the pickling tanks.
8. The industry has also provided a tank of capacity 500Ltr to collect spillage effluent in the pickling section.
9. Domestic effluent is being discharged onto land for plantation in area of approx. 0.3 acres after passing through septic tank. The industry has now developed area as per Karnal Technology.
10. The industry has submitted extended BG of Rs. 2.0 Lacs bearing no. 034GT01192110002 dated 30.06.2019, valid up to 23.07.2024.
11. The industry has submitted a copy of building plan approved by the competent person of director of factories with distance marking from the state highway. As per which, the polluting process i.e. galvanizing and pickling process including welding machines, cutting machines are running in a shed having dimensions 45’*74’ and the said process is within 500 feet from the State Highway-11 (Ludhiana-Malerkotla Road) i.e. in mix land use zone. The industry is not engaging in any manufacturing activity beyond 500 ft. from the State Highway-11 (Ludhiana-Malerkotla Road) i.e. in residential zone. The industry has only provided packing area and storage of raw material in the sheds, which are beyond 500 feet from the State Highway-11 (Ludhiana-Malerkotla Road) i.e. Residential Zone. The industry has also submitted a DTP certificate vide no. 417DTP(L)M2A dated 20.02.2024 and 532DTP(L)M2A dated 01.03.2024 mentioning that warehouses godowns are allowed to operate in residential zone.
12. The industry has submitted approved building plan for the area falls in mix land zone along the road front only.
As such the industry is complying with the provisions of Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 and decisions of personal hearing on 14.06.2024.
As proposed by Regional Office, may, if approved:
1. Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 be granted to the industry up to 31.03.2029 subject to the conditions and special conditions as under:
a. The industry shall not operate any industrial activity in the area falls in residential zone.
b. The industry shall comply with the manufacture, storage and import of Hazardous Chemical Rules, 1989 (as amended) and submit the details on onside emergency plan, safety reports and safety audit reports in accordance with the manufacture, storage and import of hazardous chemical rules, 1989, in case the industry or installation handling hazardous chemicals quantity equal to or more than the threshold quantity specified in the said rules.
c. The industry shall provide adequate arrangement for firefighting and against any accidental leakage/discharge of any air pollutant/gas/ liquids from the vessels, mechanical equipment's etc, which are likely to cause environmental pollution. The industry shall be obtained necessary permissions from the concerned authorities like Municipal Corporation, Ludhiana and Deptt. of Labour/Director of Factories, Punjab with respect to the above safety measures.
d. The industry shall submit air emission analysis report from Board’s Lab within 01 month.
e. This consent to operate is only valid for the industrial premises operating in mix land zone along the road front as per Master Plan, Ludhiana.
