It is intimated that the industry is a small scale green category ready mix concrete plant installed inside the premises of Railway Station Ludhiana. The industry has applied for obtaining fresh Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 for Ready Mix Concrete @ 3500 CFT/day with discharge of only domestic effluent @ 1.5 KLD into sewer.
The industry has deposited Rs. 11,500/- vide R. No. 211486756 dated 10.04.2024 under Rs. 11,000/- as Water (Prevention & Control of Pollution) Act, 1974 fee & Rs. 500/- as application form fee and Rs. 11,000/- vide R. No. 338979126 dated 10.04.2024 under Air (Prevention & Control of Pollution) Act, 1981, which are adequate upto 31.03.2029.
The project proponent has submitted a Letter of Acceptance written by Northern Railway to M/s Deepak Builders for the redevelopment of Railway Station Ludhiana, hence the RMC is installed for the redevelopment of railway station inside the premises of railway station.
The project proponent has submitted CA certificate stating cost of the plant as 45 lacs.
The site was visited on 02.07.2024 and following observations were observed:-
1. The plant has been installed within the premises of Railway Station, Ludhiana for the redevelopment work of the railway station.
2. The plant is fully automatic with inbuilt APCD to control the dust emissions.
3. There is not any generation of trade effluent and the domestic effluent is discharged into MC sewer.
4. The project proponent has provided a D.G set of capacity 125 KVA, which is equipped with canopy.
5. The competency to decide the case lies with the Environmental Engineer of the Board.
It is pertinent to mention here that earlier a similar application for obtaining consent to establish of a RMC plant i.e. M/s G.R. Infraprojects Limited (RMC), Khasra No. 37/4, Village Rajjowal, Ludhiana, Rajjowal, Ludhiana was received in this office in year 2022, the said plant was proposed to established in a residential area for the construction of a road project under Bharat Mala Pariyojna. Thereafter legal opinion was taken from the SLO for granting NOC to the plant for establishment in the residential area. The SLO in his legal opinion has stated as under:-
"The project of Ludhiana, Roopnagar Greenield Expressway is being completed under the prestigious Bharatmala Pariyojna. The temporary establishment of RMC in my opinion will not cause any inconvenience to the public, rather the general public will be immensely benefited with the completion of the high status project. Punjab State Power Corporation Ltd has also provided temporary domestic electricity connection to the project proponent. The project will operate at the site upto 31.12.2024 and entre machinery will be removed thereafter from the site.
I do not found any restriction in grant of NOC to the project which is of temporary nature. The above facts are sufficient for grant of NOC from pollution angle for a definite period to the project with suitable conditions to ensure that the project will not cause environmental pollution."
Also one more application of similar nature for obtaining consent to establish of a RMC plant i.e M/s G.R. Infra projects Limited, Village Qutbewal Gujjran, Tehsil Ludhiana West, Ludhiana was received in this office in year 2023, this site was also situated in residential area but the project was proposed to be established for the construction of a road project, hence being a project of public interest the plant was granted consent to establish by the Chairman of the Board and the plant was allowed to be established in residential zone.
Being project of similar nature ( temporary) on the similar patter, consent to operate can also be granted for the establishment of RMC plant at railway station, Ludhiana for the redevelopment project of railway station.
In view of the above, it is recommended that Consent to Operate under Air Act, 1981 from pollution angle may be granted to the plant upto 31.12.2028 with usual conditions.
