It is intimated that the industry is a medium-scale red category unit. Earlier, the industry was granted "Consent to Establish" (NOC) for an industrial unit u/s 25 of Water (Prevention & Control of Pollution) Act, 1974 and u/s 21 of Air (Prevention & Control of Pollution) Act, 1981 vide no. CTE/Fresh/SAS/2022/20001984 dated 15.11.2022 having validity upto 18.10.2023for manufacturing of Fresh/ Frozen Chicken @ 40000 Kg/day, Chicken Offals @9000 Kg/day by using Poultry/ Broiler Birds @50000 Kg/day as raw material for disposal of Trade Effluent @ 295 KLD - After treatment in ETP, onto land for plantation area of 5 Acres as per Karnal Technology. Domestic Effluent @ 5 KLD – After treatment in STP, onto land for plantation area of 5 Acres as per Karnal Technology with subject to special conditions mentioned therein.
Thereafter, the industry was granted Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Fresh/SAS/2024/24446878 dated 09.01.2024 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Fresh/SAS/2024/24447781 dated 15.01.2024, both having validity upto 31.03.2025 for manufacturing of Fresh/ Frozen Chicken @ 28000 Kgs/day, Rendered Meal/Powder @ 7900 Kgs/day by using Broiler / Poultry Birds @ 36000 Kgs/day as raw material with subject to suitable conditions and special conditions that: -
1. The industry shall regularly operate & maintain its effluent treatment plant and the treated trade effluent shall be discharged onto land for plantation conforming to the effluent standards prescribed by the Board.
2. The industry shall properly operate its effluent treatment plant by maintaining operational parameters such as concentration of MLSS / MLVSS etc. and shall install OCEMS at the outlet of the ETP connected with the server of the Board before 31.01.2024 and submit compliance to the Regional Office of the Board.
Thereafter, a complaint has been received against the industry regarding discharge of untreated effluent into nearby drain. Accordingly, the industry was visited by the officer of the Board on 23.04.2024 and it was observed that:-
1. The industry is recently commissioned and was granted fresh consent to operate in Jan-2024 only.
2. The industry was not in operation during the visit. As per the representative the slaughtering has not been carried out in last one week. The industry is only processing the material stored in the cold stores.
3. The ETP of the industry was checked and it was observed that the aeration tank is completely empty; the other components of the ETP were also checked.
4. The condition of the ETP showed that the same was not been operated till date neither the aeration tank has also not been stabilised by the industry.
5. A flexible pipe has been provided with a submersible pump in the collection tank of the industry for discharging untreated effluent and the plantation area of the industry was found filled with untreated effluent during the visit. Foul smell was also observed in the area.
6. The industry has failed to provide OCEMS and connect the same with the server of the Board till date.
7. As such, the industry is operation from Jan-2024 and is discharging its untreated effluent without any treatment into the plantation area. The industry has failed to stabilise its aeration tank till date.
Thereafter, the industry was given personal hearing before the Chief Environmental Engineer (P) of the Board on 31.05.2024 and it was decided as under: -
1) The consent to operate granted to the industry under the Water (Prevention and Control of Pollution) Act, 1974 shall be revoked.
2) The industry shall submit bank guarantee amounting to Rs. 5.0 Lakhs within 7-days to the O/o Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar as an assured to comply with Environmental Laws all the times.
3) Environmental Engineer, Punjab Pollution Control Board, Regional Office, SAS Nagar shall personally visit the industry within 7-days and thereafter submit the report alongwith conclusive recommendations.
4) The industry will be reheard after 15-days u/s 33-A of the Water (Prevention and Control of Pollution) Act, 1974.
Now, the industry has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 for manufacturing of Fresh/ Frozen Chicken @ 28000 Kgs/day, Rendered Meal/Powder @ 7900 Kgs/day by using Broiler / Poultry Birds @ 36000 Kgs/day as raw material alongwith requisite documents.
The industry has already deposited Rs. 1,03,212/- vide UTR. No. N335232761648971 dated 01.12.2023 under Water Act, 1974 and Rs. 75,012/- vide UTR. No. N335232761648510 dated 01.12.2023 under Air Act, 1981, against the total cost of fixed assets is Rs. 26.64 crores. The consent fee deposited by the industry is adequate upto 31.03.2025 under both acts.
The industry has submitted the approved site plan prepared by Er. Ajaypal Singh Rehal competent person from Director of Factories, Punjab.
The industry has submitted a classification of land use issued by DTP, SAS Nagar vide letter no. 1759 dated 13.09.2022, wherein it has mentioned that Khasra no. 770, 771 and 772 total 11 Bigha 12 Biswa is falls under ‘Industry zone’ as per Proposed Land Use Plan, Lalru as such the site of suitable for setting up of the unit.
The industry was visited by under-signed on 09.07.2024 and it was observed as under: -
1. The industry is engaged in manufacturing of Fresh/ Frozen Chicken & Rendered Meal/Powder and was not in operation during the visit. The industry has installed the entire plant & machinery and currently testing is being carried out.
2. The manufacturing process of the industry is as under:
Arrival at the Processing—Stunning—Slaughter—Evisceration--Cleaning and Chilling—Packaging—Shipping.
3. The industry has submitted that 178 KLD of trade effluent shall be generated from the slaughtering process and 30 KLD shall be generated from the cooling tower blow down. Further, the industry will generate 2 KLD of domestic effluent. The entire effluent is treated in the ETP installed by the industry.
4. The industry has installed an ETP of capacity 600 KLD for treatment of trade effluent and domestic effluent, which is consisting of Bar Screen, oil & grease trap, screening, mixing channel, tube settler, DAF, aeration, secondary tube settler, sand filter, carbon filter and sludge drying volute, as components. The ETP was in good condition and clear effluent was being discharged from the outlet of the ETP. A sample of the same was collected during visit and sent to Boards lab for further analysis.
5. The industry has submitted effluent analysis results from Enviro Tech Laboratories from outlet of ETP on dated 18.06.2024 and results are as under: -
pH= 7.43, TSS= 6.5 mg/l, TDS= 886 mg/l, BOD= 29.4 mg/l, COD= 58.8 mg/l, O&G= BDL mg/l.
As per analysis results all the parameters are found within the prescribed limits of the Board.
6. As per record about 100 KLD of effluent is being treated daily in the ETP and the same is discharged onto land for plantation area of 3 acres developed as per Karnal Technology. The industry has submitted lease deed in this regard which is valid upto 31.12.2029.
7. The industry has submitted purchase order of the OCEMS to be installed at the outlet of the ETP and the same shall be installed within 15 days.
8. The industry has already developed the area as per Karnal Technology and the height of saplings is about 4-5 feets. The plantation area was observed in good condition.
9. The industry has installed rendering plant equipment of capacity 4 Ton per batch (i.e. 6 hours) for offal’s and blood. The same is equipped with in-built deodorizer system consisting of two stage condenser.
10. The industry has installed one no of boiler of capacity 4 TPH with cyclone separator followed by stack of adequate height as APCD. The industry has proposed to use wood/leaf cuttings as fuel in the boiler.
11. The industry has also submitted air emission sample report of 4 TPH boiler from Enviro Tech Laboratories on dated 18.06.2024 and as per results:-
Particulate Matter = 180 mg/Nm3, Sulphur Dioxide = 22 mg/Nm3, Nitrogen Oxides = 123 mg/Nm3, Carbon Dioxide= 6.2 mg/Nm3, Carbon Monoxide = 0.4 mg/Nm3
As per analysis report all the parameters are found within the prescribed limits of the Board.
12. The industry has installed one no. of DG set of capacity 600 KVA, which is equipped with canopy and stack of adequate height.
The industry has submitted Bank Guarantee of Rs. 5.0 lacs vide B.G. no. E33GT02241770007 Dated 25.06.2024 valid upto 25.07.2024 in compliance of decisions of personal hearing earlier given to it.
In view of the above, it is recommended that the consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry upto 31.03.2025 subject to suitable conditions and additional conditions that: -
1. The industry shall regularly operate & maintain its effluent treatment plant and the treated trade effluent shall be discharged onto land for plantation conforming to the effluent standards prescribed by the Board.
2. The industry shall extended bank guarantee for the period of one year as an assurance to comply with environmental laws.
3. The industry shall maintain the record of operation of effluent treatment plant / recirculation system on daily basis.
4. The industry shall properly operate its effluent treatment plant by maintaining operational parameters suchas concentration of MLSS / MLVSS etc. and shall install OCEMS at the outlet of the ETP connected with the server of the Board within 15 days.
5. The industry shall comply with the guidelines issued by PWRDA and shall obtain permission fromPWRDA for abstraction of ground water.
6. The industry shall obtain authorization under HWM Rules, 2016 within one month.
7. The industry shall not discharge any trade & domestic effluent (treated or untreated) into choe / drain /river Ghaggar or in inland surface water at any time or any other unauthorized place by any unauthorized means and shall reuse the treated effluent in the plant in accordance with the water balance submitted by it.
8. The industry will stick to the production capacity viz-a-viz discharge mentioned in this consent and will not increase the same without the prior written permission of the Board.
9. The industry shall comply with the instructions issued by the Board vide office order no. Admn./SA-2/F.No.783/ 2010/448 dated 8/6/2010 regarding DG sets.
10. The industry shall not install any new tubewell to abstract ground water without obtaining permission from Central Ground Water Authority.
11. The industry shall ensure the compliance of provisions of the Water (Prevention & Control of Pollution) Act, 1974, Air (Prevention & Control of Pollution) Act, 1981, Environment (Protection) Act, 1986 and / or any other environmental law (Protection) Act, 1986 and / or any other environmental law applicable to the industry and Rules, Circulars & Directions issued by the Board from time to time, at all times.
12. The industry has been approved by the Board from pollution angle and the industry shall obtain the statutory clearances / permissions from all other concerned departments (if required).
