File Note: Sub:- Application for expansion of NOC from pollution angle – M/s Sangam Rice (P) Limited, Village Kahangarh Gharachon, Nial Bye-pass Road, Patran, Patiala. Ref:- Industry Online Application ID 26159238 dated 07.07.2024. ____________________________________________________________ It is submitted that the saila plant was earlier granted varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/PTA/2021/16379955dated 23.07.2021 having validity upto 30.06.2026 for discharge of trade effluent @ 85 KLD onto land for plantation after treated in ETP, Any Other @1.0 KLD onto land for plantation after treated in ETP. Area of Plantation (1.75 acre) and domestic effluent @ 4.5 KLD onto land for plantation after treated in septic tank and under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/PTA/2021/16379662dated 23.07.2021having validity upto 30.06.2026 for production of Saila/Steamed/Dry Rice @ 2.8 T/hour and Steamed/Dry Rice @ 0.5 T/hour by processing of Paddy @ 4.2 T/hour and 0.8 T/hour respectively as raw material under Red Category subject to certain conditions as mentioned therein. Thereafter, the saila plant was granted NOC for expansion within the existing unit from pollution angle vide no. CTE/Exp/PTA/2023/21560222 dated 25.04.2023 having validity upto 25.04.2024 for increase in the production capacity of Rice (Saila/Steamed/Dry) from 2.8 T/hour to 3.6 T/hour and Steamed/Dry Rice from 0.5 T/hour to @ 0.75 T/hour by increase in the processing of paddy from 5.0 T/hour to6.5 T/Hour as raw material with boiler having capacity of 8 TPH and total trade effluent discharge will be 105.0 KLD onto land for plantation after treated in ETP.1.0 KLD drier washing/ boiler blow down onto land for plantation after treated in ETP. and 4.5 KLD of domestic effluent onto land for plantation after treated in septic tank under Red Category. However, the industry has not installed the proposed plant & machinery except boiler & partly dryer. But, the NOC was also expired on 25.04.2024. Now, the saila plant has again applied online for NOC for expansion from pollution angle for increase in the production capacity of existing milling line along with setting up of new milling line within the existing unit for production of Rice (Saila) @ 3.6 T/hour by processing of paddy @ 5.4 T/hour OR Rice (Steamed/Dry) @ 4.35 T/hour by processing of paddy @ 6.5 T/hour as raw material under the existing milling line and Rice (Saila) @ 2.8 T/hour by processing of paddy @ 4.2 T/hour OR Rice (Steamed/Dry) @ 3.35 T/hour by processing of paddy @ 5.0 T/hour as raw material under the proposed new milling line with addition of boiler ( for which NOC was already obtained) having capacity of 8 TPH along with the existing boiler of 4 TPH capacity and discharge of total trade effluent will be 190 KLD onto land (more than 4 acres) for plantation after treated in ETP,2KLD drier washing/ boiler blow down onto land for plantation after treated in ETP and 6.0 KLD of domestic effluentonto land for plantation after treated in septic tank under Red Category. The saila plant has deposited online Rs. 21600.0/- vide online R. no. 673379457dated 07.07.2024 on account of NOC expansion. The NOC fee deposited by the saila plant is adequate up to one year against the project cost of expansion of Rs. 608.50 lakh as per project report. The saila plant has submitted compliance report of the conditions of consents earlier granted to it under the Water (Prevention & Control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981, project report along with other requisite documents. The saila plant has submitted letter dated 06.07.2024, which is reproduced as under: I, Sanjeev Kumar,Director of the Company, submit on behalf of the Company, as follows: - 1. That the consents under the Water Act, 1974 & Air Act, 1981, were renewed on dt. 23/07/2021, which are valid up to 30/06/2026, for processing of Paddy @ 5.0 TPH to manufacture Saila/Steamed/Dry Rice @ 2.8 TPH & Steamed/Dry Rice @ 0.5 TPH. 2. That at present, the unit has 3 (Three) Driers (2 x 24 MT + 1 x 32 MT), 8 (Eight) Handis (4 x 12 MT + 4 x 8 MT), 2 (Two) Pneumatic Rulae, 1 (One) Petti, 4 (Four) Whitener, 2 (Two) Paddy Pre-cleaner, 1 (One) Sortex Machine, 1 (One) Silky Machine and 1 (One) Boiler of capacity 4T/hr and One Steam Plant. 3. That at present, the requirement of water is @ 137 KLD (Process @ 80 KLD, Boiler @ 50 KLD, Domestic @ 6 KLD & Washing of Driers @ 1 KLD) out of which Trade Effluent generated is @85 KLD, Boiler Blow Down @ 1 KLD & Domestic Effluent @ 4.5 KLD. The trade & Domestic effluent is being discharged onto land for plantation (approx. more than two acre) after treatment in ETP and septic tank respectively. 4. That now we want to expand our unit within the existing unit, by adding 1 (One) Driers of 24 MT each, 2 (Two) Handis of 12 MT each along with replacement of its existing Boiler of 4 TPH with the new one having capacity of 8 TPH and some existing old machinery. The existing boiler of 4 TPH will be kept as stand-by for emergency purposes. 5. That we also want to add 2nd milling line within the existing unit in which there will be four nos. of driers having capacity of 20 MT each with eight nos. of handis of 10 MT each, 1 No. Petti, 4 No. Pneumatic Rulae, 4 No. Whitener, 2 Cone Polisher, 1 No. Paddy Pre-Cleaner, 2 No. Silky and 1 No. Sortex along with other related machinery, the detail of which is being given under the head proposed plant & machinery. 6. That after the addition of 1 no. drier in the existing milling line, the production capacity of the unit to manufacture Parboiled (Saila) Rice will increase from 2.8 T/hr. to 3.6 T/hr. by increasing the processing of Paddy from 4.2 T/hr. to 5.4 T/hr.after considering that there will be 1-1/4 batch recovery for the manufacturing of Parboiled (Saila) RiceOR Steamed/ Dry Rice will increase from 3.35 T/hr. to 4.35 T/hr. by increasing the processing of Paddy from 5.0 T/hr. to 6.5 T/hr. after considering that there will be 1-1/2 batch recovery for the manufacturing of Steamed/Dry Rice. 7. That under the proposed2nd milling line, the processing capacity of paddy will be @ 5.0 T/hr. to manufacture Steamed/Dry Rice @ 3.35 T/hr. after considering that there will be 1-1/2 batch recovery for the manufacturing of Steamed/Dry Rice OR Paddy @ 4.2 T/hr. to manufacture Parboiled (Saila) Rice @ 2.8 T/hr. after considering that there will be 1-1/4 batch recovery for the manufacturing of Parboiled (Saila) Rice. 8. That the water requirement of the new expanded unit will be as follows : To manufacture Saila Rice : 0.8 KLD Water is required for soaking of Paddy (existing milling line) per MT+ 0.5 KLD in a boiler for 1 MT paddy. i.e. in a day, there will be processing of Paddy @ 130 MT. Therefore, water required for soaking of paddy will be0.8 KLD x 130 MT = 104 KLD (Process) &0.5 KLD x 130 MT =65 KLD (Boiler). For Boiler’s Blow Down/ : 1 KLD Washing of Driers. To manufacture Saila Rice : 0.8 KLD Water is required for soaking of Paddy (proposed 2ndmilling line) per MT+ 0.5 KLD in a boiler for 1 MT paddy. i.e. in a day, there will be processing of Paddy @ 100 MT. Therefore, water required for soaking of paddy will be0.8 KLD x 100 MT = 80 KLD (Process) &0.5 KLD x 100 MT =50 KLD (Boiler). For Boiler’s Blow Down / : 1 KLD Washing of Driers. From above, the total water requirement in the process will be as under : Under milling line 1 : 169 KLD (104 KLD+ 65 KLD) Under milling line 2 : 130 KLD (80 KLD 6 50 KLD) Washing of Driers/ : 2 KLD Boiler’s Blow Down ----------- Total : 301 KLD ======= From above, out of 299 KLD (104 KLD+65 KLD + 80 KLD + 50 KLD) water required to manufacture Saila Rice @ 6.4 T/hr. (3.6 T/hr. + 2.8 T/hr.), there will be a discharge of trade effluent @ 190 KLD approx. (105 KLD + 85) KLD, which will be passed on to land (more than 4 acres) for plantation after treated in ETP. Further, there will be discharge of Boiler's Blow Down /Washing of Driers @ 2 KLD, which will be passed onto land for plantation after treated in ETP. The industry already has adequate land for plantation. 9. That after the expansion, there will be approx. 80 workers in the unit out of which approx. 50 workers will be residing in the unit. The water requirement for Domestic purposes will be @ 8.0 KLD approx. out of which 6.0 KLD waste water will be discharged on to land for plantation after treated ETP. 10. To summaries the above, the total water requirement/discharge of the unit will be as follows : Water Requirement Water to be Discharged ----------------------- ------------------------------ Process (in both the milling lines) : 184 KLD | 190 KLD Boiler Feed (in both the milling lines) : 115 KLD | Boiler Blow Down/Washing of Driers : 2 KLD 2 KLD Domestic : 8 KLD 6 KLD ------------ ----------- 309 KLD 198 KLD ====== ====== 11. That the Company has adequate land of more than 1-1/4 acre under plantation in its existing unit and in addition there is an additional land of 6 kanal under plantation, which is in the name of Mrs. Shubh Lata, who is the Director of the Company. Copy of land deed already submitted in the office. 12. That the Company has entered into an agreement with Sh. Sandeep Singh S/o Sh. Ranjit Singh, resident of Village Kahangarh Gharachon, Patran, Distt. Patiala, who has given land measuring 16K-0M (2 acre) on lease to the Company for a period of 5 years from 01/07/2024 to 30/06/2029 for plantation purposes so as to discharge the treated wastewater from its unit. Copy of lease agreement for plantation enclosed. 13. That the Company has already an agreement for the disposal of its boiler/s ash with Sh. Randhir Singh S/o Sh. Thakur Singh & Sh. Amrik Singh S/o Sh. Thakur Singh resident of Village Dugal Khurd, Patran, copy of which has already been submitted in your office. However, photocopy of the same is enclosed herewith for your ready reference. 14. That the above said expansion will be done in the existing unit and there will be no addition of land for such expansion. 15. That our unit falls outside the municipal limits of Patran. Outside M.C. limit certificate enclosed herewith. 16. That the feasibility report w. r. t. the proposed expansion along with adequacy report of existing ETP to treat the wastewater to be generated from the existing milling line is enclosed. 17. That approved building plans from the Director of Factories of the existing unit enclosed. 18. That the project cost of expansion will be at Rs. 608.50 lacs. 19. That we are depositing online Rs. 22,100/- towards NOC fee : Rs. 21,600/- and Application Form fee : Rs. 500/-. MC Certificate: The industry has also submitted letter of M.C. Patran vide no. 362 dated 17.05.2024, in which it is stated that the site (33 kanal 19.2/3 marle) of the unit falls outside the municipal limits of Patran. It is also mentioned that this certificate is issued in the name of Sangam Rice (P) Limited, Patran. Feasibility Report: The industry has submitted the feasibility report prepared by M/s Terra Syn Initiatives, having its office at 587, Urban Estate, Phase-2, Patiala (Punjab) in which it was mentioned that the industrial unit is an existing paddy milling based facility within installed production capacity to process ~5.0MT/hour of paddy (producing ~3.3MT/hour of steaming/dry rice), or ~4.2MT/hour (producing ~2.8MT/hour of parboiled rice), The industrial unit are planning to augment its existing setup by addition in the existing milling line and adding a new paddy milling line. The existing paddy milling line shall have installed aggregate paddy milling capacity ofabout~6.5 MT/hour (producing steamed/dry rice ~4.35MT/hour) or ~5.4MT/hour (producing parboiled rice ~3.6MT/hour). The new paddy milling line shall have installed aggregate paddy milling capacity ofabout~5 MT/hour (producing steamed/dry rice~3.35MT/hour) or ~4.2MT/hour (producing parboiled rice ~2.8MT/hour). To meet its heating and steam requirements, the industry will install a boiler, having steam generation capacity of ~8MT/hour @10.5kgf/cm2 pressure. The boiler furnace is AFBC type and will be designed to run completely on rice husk as fuel. During the proposed augmentation, existing boiler having steam generation capacity of ~4MT/hour, shall be replaced (and to be kept as stand-by) by anew boiler having steam generation capacity of ~8MT/hour. Water The industry will be using additional water for process @ 80 KLD additional boiler feed water @ 50 KLD/day for the new milling line and for washing of Driers @ 1 KLD. The industry will generate 1 KLD of washing of driers/boiler’s blow down from the new milling line and 6.0 KLD of total domestic effluent after expansion. Air The industry has proposed multi cyclone separators as APCD with the rice shelling unit and paddy pre-cleaner of the new milling line with adequate stack height. Adequacy Report of existing ETP The industry has submitted feasibility report prepared by M/s TerraSyn Initiatives, having its office at 587, Urban Estate, Phase-2, Patiala (Punjab) in which it was mentioned that the industrial unit is an existing paddy milling based facility with installed production capacity to process ~5.0MT/hour of paddy (producing ~3.3MT/hour of steaming/dry rice), or ~4.2MT/hour (producing ~2.8MT/hour of parboiled rice), Now the industrial unit is planning to augment its existing setup to increase its paddy milling capacity to ~6.5MT/hour (producing ~4.35MT/hour of rice). Water The industry will be using in its existing milling line water for process @ 104 KLD additional boiler feed water @ 65 KLD/day and there will be discharge of trade effluent @ 105 KLD. The existing effluent treatment system design is adequate to handle the present effluent load up to 110±10% m3/day. Further, as per the application industry shall discharge domestic waste sewage generated from the unit onto land for plantation after passing through Septic Tank and trade effluent along with washing of driers/boiler’s blow down shall be treated in ETP. The treated trade & domestic effluent shall be discharged in an area of about more than 4.0 acre to be developed as per Karnal Technology. Therefore, the feasibility report and plantation area is adequate in principle. Visit Report The industry was visited by the undersigned on 10.07.2024 and Sh. Sanjeev Kumar, Director of the Company was contacted. During visit, it was observed as under: 1. The industry was not in operation. 2. The plantation already has area under plantation more than 2.0 acres of land and the industry has submitted an agreement for development of land of 2.0 acre for plantation purposes. Therefore, the total land will become around 4 acre, which is adequate to handle the trade/domestic effluent @198 KLD after expansion. 3. The industry has provided septic tank for the treatment of domestic effluent. 4. The industry provided separate cyclone separator as APCD with a stack of adequate height with its shelling section and paddy pre-cleaners. 5. The industry has provided multi-cyclone as APCD with adequate stack height along with sampling arrangements with its existing boiler of 4 TPH capacity. 6. The industry has in its existing unit 2 no. Driers of 24 MT capacity each, 1 no. Drier of 32 MT capacity, 4 no. Handis of capacity 12 MT each, 4 no. Handis of capacity 8 MT each, 2 no. Pneumatic Rulae, 1 no. Petti, 4 no. whitener, 2 no. paddy pre-cleaner, 1 no. Sortex Machine, 1 no. Silky Machine & 1 no. Boiler of 4 TPH along with other related machinery. 7. The industry has 1 no. DG set of 250 KVA capacity, which is equipped with canopy and adequate stack height. 8. The installation of 1 no. Drier in the existing milling line is partly completed and the work of proposed new milling line is under process. 9. The industry has installed boiler of 8 TPH capacity for which NOC was earlier obtained. However, the representative of the industry told that the same is not in operation and will become operational after completing the proposed expansion. It is pertinent to mention here that in para A (vi) of the siting guidelines dated 15.10.2013 issued by Department of Science, Technology & Environment, Government of Punjab, it has been mentioned as under: "All the rice mills/ saila plants located outside the Municipal limits of towns and cities and in the designated areas within the cities established with NOC of Punjab Pollution Control Board will be allowed to expand/modernize within their existing premises if pollution load of existing unit has been effectively taken care of by the industry and no specific approval of District Town Planner will be required." As the industry has proposed to execute the expansion project in its already existing land measuring 33 Kanal 19-2/3 Marla and as per the report of EO Patran vide letter bearing no. 362 dated 17.05.2024, the site is located outside the M.C. limits of Patran. Therefore, the site is suitable for proposed expansion and no approval of site is required from DTP & SDM. The industry is complying with the provisions of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. Keeping in view of above mentioned facts, it is, therefore, recommended that the NOC expansion from pollution angle for increase in the production capacity of existing milling line along with setting up of new milling line within the existing unit for production of Rice (Saila) @ 3.6 T/hour by processing of paddy @ 5.4 T/hour OR Rice (Steamed/Dry) @ 4.35 T/hour by processing of paddy @ 6.5 T/hour as raw material under the existing milling line and Rice (Saila) @ 2.8 T/hour by processing of paddy @ 4.2 T/hour OR Rice (Steamed/Dry) @ 3.35 T/hour by processing of paddy @ 5.0 T/hour as raw material under the proposed new milling line with addition of new boiler having capacity of 8 TPH along with the existing boiler of 4 TPH capacity and discharge of total trade effluent will be 190 KLDonto land (more than 4 acres) for plantation after treated in ETP, 2KLD drier washing/ boiler blow down onto land for plantation after treated in ETP and 6.0 KLD of domestic effluentonto land for plantation after treated in septic tank under Red Category may be granted to the industry for one year subject to the suitable conditions as per the policy of the Board with the following additional conditions:- i) This NOC is valid for carrying out expansion from pollution angle production of Rice (Saila) @ 3.6 T/hour by processing of paddy @ 5.4 T/hour OR Rice (Steamed/Dry) @ 4.35 T/hour by processing of paddy @ 6.5 T/hour as raw material under the existing milling line and Rice (Saila) @ 2.8 T/hour by processing of paddy @ 4.2 T/hour OR Rice (Steamed/Dry) @ 3.35 T/hour by processing of paddy @ 5.0 T/hour as raw material under the proposed new milling line in its existing premises only. ii) The industry will carry out expansion work within the existing land that is already owned by the industry. iii) No plant & machinery shall be installed in land, which is not owned by the industry. iv) The saila plant shall obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA). v) The saila plant shall dispose of the dust contained by APCD in an environmentally sound manner. vi) The industry will provide adequate plantation inside the premises as per the norms mentioned in the code of practice and submit the compliance to this office within three months. vii) The rice sheller shall not commission its unit at enhanced capacity without obtaining varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 from the Board. viii) The rice sheller shall ensure the compliance of code of practice laid down by Govt. vide order no. 10/48/2004-STE (4) /932 dated. 15/10/2013 at all the times in true letter & spirit. ix) The saila plant shall install its ETP as per feasibility report submitted by it. x) The industry shall install APCD as per scheme given in the feasibility report to contain concentration of SPM within the standards prescribed by the Board. xi) The rice sheller shall put in place all the hoods, ductings & enclosures and other components of the APCD well before commissioning of the unit for next paddy shelling season and report the compliance in the regard to the Board prior to commissioning of the unit. xii) The industry shall submit revised building plan of its unit approved by Director of Factories, Punjab or by competent person approved by Director of Factories, Punjab under the provisions of Punjab Factory Act, 1948. xiii) The industry shall provide thick plantation of spreading crown varieties of evergreen trees all around the boundary wall of its unit.
