It is submitted that the project proponent has applied for obtaining NOC with the following proposal for disposal of treated wastewater:
"As per the project report submitted by the project proponent, the total population of the project will be 880 persons. The total water requirement of the project is 119 KLD, out of which 79 KLD of water will be met through submersible and the remaining 40 KLD will be met by recycling of treated wastewater. The total wastewater generation from the project will be 95 KLD which will be treated in a STP of capacity 140 KLD to be installed within the project premises. The total treated wastewater generation from STP will be 95 KLD, out of which 40 KLD will be used for flushing purpose and remaining will be used for onto land for irrigation in an area of 2088 Sqm as per Karnal Technology, which is inadequate. As per the report of R.O, the proposal submitted by the project proponent for disposal of treated wastewater is inadequate.”
Accordingly, the PP was issued show cause notice for refusal of NOC due to inadequate disposal of treated wastewater proposed by project proponent.
Thereafter, the project proponent submitted the reply to show cause notice, which may kindly be perused attached herewith. In the said reply, the project proponent mentioned as under:
"It is informed that we will use treated wastewater for flushing purposes, plantation purposes and remaining into sewer. The treated wastewater will be discharged into sewer only after obtaining permission from MC and keeping in view the capacity of the terminal STP. But in any case, we will not be able to discharge treated wastewater into sewer, electric evaporator of adequate capacity will be installed to handle the treated wastewater. We will reserve the sufficient land for installation of evaporator and same will be earmarked in the approved layout plan of the project. In this regard, I hereby undertake that the land which will be reserved for installation of evaporator will not be used for any other purpose."
Further, as desired by competent authority as per Environment Clearance, the details of the disposal arrangement of treated wastewater @ 105 KLD available at the outlet of STP are given as under:

The installation of Evaporator has not been mentioned in the EC granted to the project. However, the MC sewer is available in the project site and as per proposal a new STP of capacity 22.5 MLD shall be installed in 2 years. The project is in initial stages of construction and occupancy will take atleast 2-3 years.
The industry has submitted that if the capacity of the terminal STP will not be adequate or permission may not be granted for discharge treated wastewater into sewer, only then electric evaporator of adequate capacity @ 60 KLD will be installed to handle the treated wastewater. He further undertakes that the project proponent will reserve the sufficient land for installation of evaporator at the project site and same will be earmarked in the approved layout plan of the project
Keeping in view of the above, it is recommended that Consent to Establish (NOC) under the Water (Prevention & control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted for one year, subject to suitable conditions and additional conditions that:
1. The disposal of treated domestic effluent is the sole responsibility of promoter company and it shall ensure that the no possession is given in the project without providing adequate disposal measures for the treated effluent.
2. The promoter shall not allow any occupancy in the project without obtaining prior 'consents to operate' under the Water Act, 1974 & the Air Act, 1981.
3. The Consent to Establish (NOC) has been granted on the basis of proposed plan submitted by the project proponent. The project proponent shall obtain revised NOC / CTE from the Board, if there are any changes in the site plan in future.
4. The project proponent shall get earmark the land for installation of electric evaporator in the approved layout plan and submit the same to the Board within 2 months.
5. The project proponent shall not use land reserved for installation of electric evaporator for any other purpose under any circumstances without obtaining prior permission from the Board.
6. The project proponent shall submit the complete drawing and design of the STP and its component at the time of obtaining consent to operate.
7. The project proponent shall provide separate water meter and energy meter for the STP and maintain record of the same on daily basis.
8. The promoter company shall ensure to comply with the conditions of the Environmental Clearance granted to it.
9. The project proponent shall utilize treated wastewater from nearby STPs for the construction purpose and shall submit an agreement in this regard within one month.
10. The promoter shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance) around the sewage treatment plant, so as to reduce the effect of odour problem on the nearby residential area.
11. The promoter company shall explore the possibility of using treated domestic effluent for useful purpose such as construction work, sprinkling on dusty patches/roads, use in nearby construction activities etc.
12. The project proponent shall place adequate no. of bins outside its premises from where the Municipal Solid Waste shall be got lifted.
13. The project proponent shall properly handle and manage the solid waste as per the provisions of the Municipal Solid Waste Management Rules, 2016 and ensure that the solid waste is segregated into biodegradable and non-biodegradable components. The biodegradable component shall be treated by providing mechanical composter 1000 kg/day) to produce compost, which will be disposed of/reused in an environmentally sound manner and the non-biodegradable solid waste shall also be disposed of in an environmentally sound manner.
14. The project proponent shall also ensure that the hazardous waste and e-waste components of the solid waste shall also be segregated and the same shall be channelized to the authorized facility for such type of waste.
15. The project proponent shall comply with the provisions of the Construction and Demolition Management Rules, 2016.
16. The project proponent shall take adequate steps to the effect that the construction material of any kind that is stored at site shall be fully covered in all respects so that it does not disperse in the air in any form.
17. The project proponent shall ensure that all the construction material and debris shall be carried out in trucks or other vehicles which are fully covered and protected so as to ensure that the construction debris or the construction material does not get disburse into the air or atmosphere in any form.
18. The project proponent shall take all necessary steps to control the dust emissions to be generated from the construction activities of the project.
19. The project proponent shall ensure that the vehicles carrying construction material and construction debris of any kind shall be cleaned before it is permitted to ply on the road after unloading of such material.
20. The project proponent shall provide mask to every worker working on the construction site and involved in loading/ unloading and carrying of construction material and construction debris.
21. The project proponent shall provide all medical help, investigation and treatment of workers involved in construction of building and carrying out construction material and debris related to dust emissions.
22. The promoter shall develop its residential complex as well as construct flats strictly in accordance with the layout / building plans approved / to be approved by the Competent Authority.
