Sir RO has reported that the industry was granted consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Renewal/TRT/2019/9743233 dated 09/05/2019 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/TRT/2019/9743481 dated 09/05/2019, which were valid up to 31/03/2024 for manufacturing of Parboiled Rice/Steamed Rice/Raw Rice @ 156 T/day by using Paddy @ 240 T/day as raw material, Boiler @ 12 TPH in which Rice Husk @ 20 MT/Day is used as fuel and Multi Cyclone Separator as APCD, D.G. Sets of capacity @ 500 KVA (02 nos.) which are equipped with canopies, Trade Effluent @ 240 KLD the discharge of the same is onto land for plantation after treatment. The project proponent has applied for obtaining renewal of consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and under Water (Prevention & Control of Pollution) Act, 1974 for same capacity. The industry has deposited Rs. 5,28,000/- vide UTR/Ref. No. SBIN224130824108 dated 09/05/2024 as Consent fee & Rs. 10,560/- vide UTR/Ref. No. SBIN224130827864 dated 09/05/2024 as Penalty fee under Water Act, 1974 and Rs. 5,28,000/- vide UTR/Ref. No. SBIN224130791534 dated 09/05/2024 as Consent fee & Rs. 10,560/- vide UTR/Ref. No. SBIN224130824401 dated 09/05/2024 as Penalty fee under Air Act, 1981, to make the consents fee adequate up to 31/03/2029 under both Acts against the fixed assets of the industry below 100 Crore. The industry has also deposited Rs. 42,000/- vide UTR/Ref. No. SBIN224130824261 dated 09/05/2024 as NOC Regularization fee for increased in its fixed assets and Rs. 500/- vide UTR/Ref. No. SBIN224130830561 dated 09/05/2024 as an application form fee. The industry has uploaded compliance of previous granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981, CA Certificate regarding fixed assets and effluent analysis report from a Private Lab dated 15.01.2024 etc. along with its application. The industry has already visited by Environmental Engineer along with AEE and JSO of Zonal Lab, Jalandhar on 21/12/2023 and observed as under:-
1. The industry is engaged in the processing of paddy for production of Steamed Rice/Raw Rice only. Production of parboiled rice was not in operation.
2. The industry has installed 01 no. rice shelling units which was in operation at the time of visit and 09 nos. paddy driers and has provided separate cyclones as APCD along with stack of adequate height & proper sampling arrangements.
3. The industry has installed boiler of steam generating capacity of 12TPH and also installed trima cyclone as APCD along with stack of adequate height & proper sampling arrangements. Rice husk was in use as fuel. Closed area has provided by the industry for storage of ash being generated from the boiler and same is being disposed off in low lying area as per requirement.
4. The industry has installed ETP for the treatment of effluent generated from parboiled section, however parboiled section was not in operation at the time of visit and no any effluent was being received from the production area.
5. The ETP comprises of Bar Screen, Equalization Tank, Anaerobic Tank, Aeration Tank, Secondary Sedimentation Tank, Filters, Sludge Drying Beds.
6. The industry has developed around 4 acres plantation area for disposal of treated effluent as per Karnal Technology.
7. The Air emission samples were collected by officers of the Board from the stack of the boiler and APCD installed with the shelling section and as per analysis report received from Zonal Office Lab, Jalandhar vide endst. No. 3534-36 dated 29/12/2023, the concentration of particulate matter is 155 mg/nm3 of boiler and 284 mg/nm3 of shelling section. All the parameters are within the limits prescribed by the Board. The industry is complying with the provisions of Water Act, 1974 and Air Act, 1981.
RO has recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry up to 31/03/2029 with suitable terms & conditions.
Keeping in view of above, it is recommended that the consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry up to 31/03/2029 with usual conditions along with special conditions that the industry shall analyze its air emission samples from Board's lab as per schedule framed by the Board.
