Sir RO has reported that the consents to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 were granted to the industry vide reference no. CTOW/Varied/GRP/2019/9349480 dated 15/05/2019 which was valid upto 31/03/2024 & CTOA/Varied/GRP/2019/9349265 dated 09/05/2019, which was valid upto 31/10/2019 for manufacturing of Cattle Feed @ 200 MTD and Mineral Feed Supplement @ 12 MTD by using various types of raw materials, subject to the suitable conditions mentioned therein. The industry has applied for obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 without enhancement of its production capacity, but due to the reason that it has installed an additional machinery in its existing premises for improve the quality of manufacturing products and has submitted all the required documents required for grant of varied consent. The industry has deposited Rs. 1,72,800/- vide online UTR No. SBIN524060928394 dated 29/02/2024 Under Water (Prevention & Control of Pollution) Act, 1974 including Rs. 28800/- as NOC regularization fee & Rs. 1,44,000/- vide online UTR No. SBIN524060923583 dated 29/02/2024 Under Air (Prevention & Control of Pollution) Act, 1981 and Rs. 500/- vide online UTR No. 908316543 dated 12/06/2024 as application form fee against total gross value of fixed assets worth Rs. 23,76,03,036/- as on 31/01/2024 as per CA certificate submitted by the industry same are adequate upto 31/03/2029. The industry was visited by AEE of this office on 25/06/2024 and observed as under:-
1. The industry was in operation for manufacturing of cattle feed by using various materials as raw material. No process emissions was found generated there from the processing shed as the industry has installed in-built APCD’s with the manufacturing machines to control the emissions generated during manufacturing of cattle feed.
2. The industry has installed additional machinery in its existing premises to improve the quality of manufacturing products. The industry has not made any expansion in the land area/building of existing premises; it has only renovated the existing building.
3. The industry was using wood as fuel for the boiler furnaces. No other fuel was found used there.
4. No trade effluent was found generated there from any of the industrial process, as the whole process is dry. Hence, no ETP is required.
5. The industry has constructed septic tank for treatment of its domestic effluent with provision to discharge the treated domestic effluent onto land for plantation.
6. The industry has installed 01 no. D.G set of capacity 380 KVA, which is provided with canopy. It is further intimated that the air emission samples of the industry were collected from the boiler installed by the industry and sent to Lab, Jalandhar and as per analysis report issued by the lab vide letter no. 2705-07 dated 19/10/2023 Particulate Matter (Boiler 1TPH) mg/Nm3 at 12% CO2 @ 377 within the prescribed limits of the Board.
RO has recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period upto 31/03/2029 for manufacturing of cattle feed @ 200 MTD & Mineral Feed Supplement @ 12 MTD subject to the suitable conditions.
In view of above, it is recommended that varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for a period upto 31/03/2029 for manufacturing of cattle feed @ 200 MTD & Mineral Feed Supplement @ 12 MTD subject to the suitable conditions along with special conditions that the industry shall analyze its air emission samples from Board's lab as per schedule framed by the Board.
