Sir, the point wise reply of the observation raised by the Competent Authority of the Board is as under:-
1. The industry can be allowed to discharge into sewer as industry commission in 2018 before the directions dated 10.10.2019.
2. The industry is a tiny unit & same is engaged in the work of manufacturing of only kids winter wear, hence the work season of the industry is limited to only 03 to 04 months and industry used to carry out washing process only from the period from July to September. Further the industry used to carry out only washing process in its wet process, hence the concentration of waste water is comparatively less than highly polluting dyeing process and being a tiny unit & having limited wet process, E.C may not be imposed upon the industry.
In view of above, it is recommended that:- 1. Consent under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for the period of six months with the special condition that it shall got analyzed its effluent samples from the Board's lab within this period. 2. Directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 maybe issued to PSPCL Authorities to restore the electric connection of the unit temporarily for the period of six months.
