1). I have raised certain observation on 1.7.2024. AEE has taken 9 days to reply and that too incomplete, technically incorrect and not in line with my observations ................ 2). RO has raised clarification to industry w.r.t my observations but without receiving their reply through online portal, RO has forward case giving justification on his behalf.......... 3). ETP has been installed but not in operation. AEE has not bothered to record this fact at the time of processing of case in its principal note. but now my questioning, has recorded this fact. Thus, he has concealed these facts while reporting. It is a serious issue………….. Further, AEE has given the statement that ETP is not required referring industry contention. But neither, Regional Office tested the effluent parameters nor industry submitted any document/analysis report and requested for exemption for not operating ETP........ 4). RO has intimated that Cooling tower and boiler blow down is reused. It is questionable as to whether it is feasible to reuse. If so, what is its reuse in the industry……………. 5). No reply to my observation whether AEE has visited that site and found the disposal Environmentally sound manner………………. 5). I asked for violations/reasons for which two separate bank guarantees were asked. RO reported that the Bank Guarantees were taken as per hearing decision. But my question was ………….
A. For what violations these BGs were taken from the industry and ………….
B. what requirements were to be fulfilled through said bank guarantee ………….
C. Whether such requirements have now fulfilled. ………….
D. Whether protocol prescribed by the Board for return of bank guarantee is fulfilled.
…………...In view of the above……………….
1. The application be returned to the industry with request to re-submit the same within 03 days with following details ………….
A). Complete details of sources of trade effluent discharge along with quantities, treatment, re-use and final disposal along with area under plantation. ………….
B). Complete justification as to why effluent treatment is not required before discharging of effluent including analysis results to prove that the effluent being discharged is confirming to the standards prescribed including TDS/FDS and another relevant parameter ………….
C). Complete details of the ash disposal (in site and off-site arrangements), storage arrangements at site, dust suppression systems, mode of transportation, compliance of vehicles being used for disposal as per MVA with copy of agreement and area available for disposal of ash. ………….
D). Proposal for re-use of boiler ash. ………….
E). Compliance of stipulations for which BGs were obtained to be submitted in annotated form. ………….
2)………... Addl. SEE RO Hoshiarpur to visit the industry and disposal site personally and give comments w.r.t above observations. Bank Guarantee case shall be moved separately in line with the instruction given as above, please.
