File Note: • The project was granted CTE dated 30.12.2021 (valid upto 29.12.2022) which was further extended upto 30.06.2024 for development of Residential Colony in an area of 8.0125 acres have 48 residential plots and 1 no. school with discharge of Domestic effluent @ 43 KL/day to be treated in the common STP (with its sister concern units i.e. M/s Ganpati Estates & M/s Sheesh Mahal Developers) of capacity 650 KLD which is proposed to be further increased to 1350 KLD based on tertiary treatment and further to be discharged onto land for plantation and excess effluent into MC sewer………… • Now application applied for obtaining CTO under the Water Act, 1974……………. • The visiting officer has reported that the site of the colony was visited on 27.06.2024 and it was observed that:-………….. 1. The colony is adjacent to M/s Ganpati Enclave without any boundary between these two colonies. 3 no. houses are occupied and 2 no. houses under construction. The School has been commissioned with the strength of 350 students……………. 2. The common STP @ 1350 KLD for the treatment of domestic effluent of M/s Sheesh Mahal Developers Limited( colony), Ganpati Enclave, Ganpati Enclave phase-1, Sheesh Mahal Heights, Sheesh Mahal Enclave, Dabwali Road, Bathinda. STP has been installed inside the premises of M/s Sheesh Mahal. The approx. present discharge of the STP as per avg. of the June 2024 is 450-500 KLD. The project proponent is discharging treated domestic effluent onto green area, along with the excess treated water is discharged into MC sewer. The project proponent has not installed flow meter at outlet of the sewerline of the colony…………… 3. The colonizer has been covered as bulk waste generated under the Solid Waste Rules, 2016. The solid waste including wet waste is being lifted by MC, BTI in door 2 door scheme collection……………. 4. The PP has submitted plans as per which the permissible FAR is 1.5 of the total plot area (8188.31 sqm) which is 12282.465 sqm. As per the plan submitted the FAR for the partial completion applied is 0.327 for the floors which have been made operational for school(ground floor as well as first floor) and total built up area for 2 floors is 2677.577 sqm. As per the proposed total FAR by the Project i.e. 0.61 the built up area is 5051.87 sqm approx. which is less than 20,000 sqm…………….. • In view of above, if approved, consent to operate under the Water Act, 1974 be granted to the project proponent of the colony for 5 no. operational/occupied houses and 01 no. school with validity upto 30.09.2027, subject to the following special conditions that:-………….. 1. The project proponent shall ensure that the total built-up area (FAR basis) of the project remains less than 1,50,000 Sqm and in case, the built-up area exceeds 1,50,000 sqm or built-up area of any individual plot is more than 20,000 Sqm, then the project proponent shall be bound to obtain environmental clearance as required under ElA notification dated 14/9/2006……………. 2. The project proponent shall ensure to send the entire effluent of the colony through proper pipeline to the common STP alongwith maintenance of proper record by installation of flow meters regarding the quantity of effluent discharged into the common STP…………… 3. The project proponent will not use any fresh water in the green area/ plantation developed inside the project premises and will make adequate arrangements to reuse the treated effluent for watering of green areas in the project premises and only the excess effluent will be discharged into MC sewer.………….. 4. The project proponent shall manage, treat and dispose off the solid waste generated from the project premises in accordance with the various provisions of the Solid Waste Management Rules, 2016……………….. 5. The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities………….. 6. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises…………… 7. This 'consent to operate' is issued from pollution angle and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required……………….
