It is intimated that the industry is a small scale red category dyeing unit and was earlier granted consent to operate under the Air Act, 1981 vide no. CTOA/Renewal/LDH3/2022/18054448 dated 16.03.2022 for dyeing and washing of cloth @ 2000 kg/day for operation of one no. boiler of capacity @ 1.5 TPH with FBC and mechanized fuel feeding system with Patta kutti as fuel, which was expired on 30.06.2024.
Recently the industry was granted varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/LDH3/2024/23476082 dated 02.01.2024 for the dyeing of polyester fabric or PC fabric @ 7.250 MT/day with trade effluent @ 196.5 KLD & domestic effluent @ 3.5 KLD into CETP 50 MLD, which is valid upto 01.01.2025.
Now, the industry has applied for varied consent to operate under Air Act, 1981 for the dyeing of polyester fabric or PC fabric @ 7.250 MT/day with operation of one no. boiler of capacity @ 1.5 TPH with FBC and mechanized fuel feeding system. The industry has deposited Rs. 18,000/- vide UTR. No. 000134052350 dated 14.08.2020 under Air Act, 1981 and Rs. 22,050/- vide R no. 413005773 dated 29.06.2024 under Air Act, 1981, which is adequate upto 30.06.2029.
The industry falls in industrial Land use zone of notified Master Plan, Ludhiana, as per the CLU issued by the STP, Ludhiana vide no. 237/STP(L)/TW-2A dated 05.02.2015 submitted by the industry.
The industry had already submitted all necessary document required for obtaining consent to operate while obtaining varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and the compliance status alongwith verification was also sent by this office that time.
The industry was visited by AEE of this office on 04.07.2024 and observed that:-
1. The industry was in operation during visit and the same was engaged in the process of dyeing of polyester fabric or PC fabric.
2. The industry has installed 05 soft flow machine of capacity 300 Kg each having total 10 chambers.
3. The industry is member unit of CETP-50 MLD and is having adequate shares i.e. 200 KLD to manage the quantum of discharge to be generated from the installed machinery.
4. The industry has installed one no. boiler of capacity @ 1.5 TPH with FBC and mechanized fuel feeding system with Rice Husk as fuel. The industry has provided APH followed by cyclone separator as APCD & adequate stack height. During visit stack of the boiler was almost clear as no black smoke was being emitted from the stack of the industry.
5. The industry has installed one DG set of capacity 82 KVA which is equipped with canopy along with adequate stack.
6. The industry is complying with the provisions of Air (Prevention & Control of Pollution) Act, 1981.
In view of above, it is recommended that varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2029 (adequacy of consent fee) for dyeing of polyester fabric or PC fabric @ 7.250 MT/day with usual terms and conditions.
