It is submitted that, earlier the industry was granted consent to operate under Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOA/Varied/ASR/2019/10216138 dated 10/06/2019 and under Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Varied/ASR/2019/10216217 dated 10/06/2019, which are valid up to 30/09/2024 for production of STEAMED RICE @ 16 Metric tones/Day using PADDY @ 24 Metric tones/Day as raw material with suitable terms and conditions.
Now the industry has submitted a request letter and intimated that they have already made expansion in existing building in year 2022-23 and has done upgradation & expansion in existing machinery in year 2023-24.
Now the industry has applied varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 after expansion of the production capacity i.e STEAMED RICE @ 64 Metric Tones/Day using PADDY @ 96 Metric tones/Day from STEAMED RICE @ 16 Metric tones/Day using PADDY @ 24 Metric tones/Day.
Detail of the case are as under: -
1. The industry has submitted CA Certificate having gross value of fixed assets of Rs. 744.92 Lakhs as on 31/05/2024. Accordingly, it has deposited Rs. 180500/- (including Rs. 500/- as application form fee) vide Reciept No. 701960100 dated 27.06.2024 as consent fee under Water Act, 1974 and Rs. 198000/- (including Rs. 18000/- as NOC regularization fee) vide Receipt No. 158869917 dated 27.06.2024 as consent fee under Air Act 1981., which it is adequate upto 30/09/2034 under both acts.
2. The industry has submitted compliance report of its previous consent granted under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
3. The industry has submitted copy of acceptance of existing Factory Building Plan issued by Director of Factory, Punjab dated 28.10.2022.
4. The industry has submitted approved site plan approved by competent person of Director of Factory Act, 1948 dated 28.10.2022.
5. The industry has also submitted clarification regarding the land use of the industry issued from DTP, Amritsar vide letter no. 997 dated 30.05.2013 in which it has mentioned that the existing site of the industry is falls under cluster of industrial units as per Master Plan 2010-2031 of Amritsar.
The industry was already visited by undersigned along with JSO, Zonal Lab, Jalandhar 08/12/2023 and observed as under: -
1. The industry is engaged in the process of production of steam rice.
2. During visit the industry was in operation.
3. The industry has installed one no. shelling section having 04 no. driers for which separate cyclone has provided as APCD.
4. The industry has installed one no. boiler of steam generating capacity 6 TPH & cyclone is provided as APCD.
5. During visit air emission samples of the boiler and shelling section were collected and as per analysis report received vide Zonal office letter no. 3292-94 dated 15.12.2023, the results of parameters of particulate matter (boiler) 258 mg/nm3 and shelling section @ 307 mg/nm3 which are within the prescribed limit of the Board.
The industry falls in orange category in small scale sector and competency to decide the case lies with Environmental Engineer, Regional Office, Amritsar.
May if approved, varied consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2034 for production of STEAMED RICE @ 64 Metric Tones/Day using PADDY @ 96 Metric tones/Day with suitable terms and condition and special condition that the industry shall analyze its air emission samples from the Board Lab in upcoming season. |
