It is submitted that the industry is a cattle feed manufacturing unit and was established without obtaining consent to establish of the Board. Now, the industry has applied for fresh 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 and under the Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Cattle Feed Type-I (Less than 22% protein & 3-4% fat @50kg per bag) @ 1000 Nos./day, Cattle Feed Type-ii (Greater than 22% protein & 3- 4% fat@50 kg per bag) @ 1000 Nos./day & Cotton Seed Oil @ 1 T/day by using Maize @ 25 T/day, Mustered DOC @ 10 T/day, Cotton DOC @ 7 T/day, Barle @ 10 T/day, Rice Polish @ 10 T/day, Biscuit Waste @ 10 T/day, Salt @ 2 T/day, Naku @ 4 T/day, Wheat Bran @ 7 T/day, Wheat @ 10 T/day, Medicine ( as per requirement ) @ 0.001 T/day and Cotton seed (5 TPD for Feed & 10 for De-oil) @ 15 T/day as raw material under orange category at Noorpura Patti, Near Pingla Ashram, Samana, Patiala along with requisite documents i.e. application form, Tehsildar Report, MoA, approved building plan, land documents etc.
The industry has deposited fees as under Rs. 48000/- (Rs. 36000/- as water consent fee, Rs. 7500/- balance consent fee & Rs. 4500/- as penalty fee) vide UTR no. 276082429 dated 21.06.2024 under Water (Prevention & Control of Pollution) Act, 1974 and Rs. 66500/- (Rs. 36000/- as air consent fee, Rs. 7500/- as balance consent fee, Rs. 4500/- as penalty fee, Rs. 18000/- as NOC regularization fee and Rs. 500/- as application form fee) vide UTR no. 282395161 dated 21.06.2024 under the Air (Prevention & Control of Pollution) Act, 1981, which is valid upto 30.06.2026 against the value of fixed assets of Rs. 791.67 lakh as on 12.06.2024 as per CA certificate dated 12.06.2024 submitted by the industry.
The industry has submitted an approved building from the Competent Person from Director of Factories, Punjab under the Punjab Factory Act Rule, 1948, Punjab on 04.01.2024.
The industry has submitted Tehsildar letter dated 07.12.2023 (copy attached)
The industry has submitted certificate issued by DTP Patiala vide no. 1992 DTP(P)/A-315 dated 23.09.2022 (copy attached)
As per the permission of the DTP, the site falls under mixed land used and agriculture zone of the Local Planning Area, Samana and the proposed unit is permissible in the said zone.
The industry was visited by the AEE of this office on 11.06.2024 to verify the contents of the application. During visit, it was observed as under:
1. During visit, the industry was not in operation and has installed most of its plant & machinery for manufacturing of cattle feeds. However, the representative of the industry informed that the plant was made operational in Feb, 2024 and trial runs were taken.
2. The industry has also installed 3no. Expellers for extraction of oil for cotton seeds.
3. After extraction of oil, the Binola Khal will be used as raw material for cattle feed and cotton oil will be sold separately.
4. The industry has provided cyclone separator as APCD at pre-cleaning section of grains / raw material.
5. The industry has installed 1 no. wood fired boiler of capacity 1 TPH, which is equipped with cyclone as APCD followed by stack of adequate height.
6. There is no source of trade effluent from the process and the industry has provided septic tanks for treatment of wastewater to be generated from the toilets of the office, which will be discharged onto land for plantation.
7. No labour quarters are provided within the premises.
8. The industry has not installed any DG set.
9. No lal lakir / phirni / residential area falls within the 100 mtr radius of the site.
As per the report of the DTP and Tehsildar Samana, the site is meeting with general siting criteria laid down by Board for such type of industries.
The industry is complying with the provision of Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981.
In view of the above it is recommended that the fresh of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 maybe granted upto 30.06.2026 for manufacturing of Cattle Feed Type-I (Less than 22% protein & 3-4% fat @50kg per bag) @ 1000 Nos. Bags/day, Cattle Feed Type-ii (Greater than 22% protein & 3- 4% fat@50 kg per bag) @ 1000 Nos. Bags/day & Cotton Seed Oil @ 1 T/day under orange category subject to the suitable conditions and following additional conditions: -
1. The industry shall get its stack emission sampling carried out from Board's lab within one month.
2. The industry shall apply for the varied Consent to Operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention and Control of Pollution) Act, 1981 if it increases its machinery/production.
3. The industry is advised to obtain necessary clearance for abstraction of ground water from Punjab Water Regulation and Development Authority (PWRDA).
4. The project proponent shall not cause any kind of public nuisance due to its activity, in and around the unit. |
