Sir, the industry is orange category small scale washing unit and was granted ‘consent to establish'/ (NOC) under Water Act, 1974 and Air Act, 1981 dated 04/10/2023 valid upto 29/06/2024 for manufacturing of T-Shirts @ 2000 Numbers/Day and Sweater @ 2000 Numbers/Day.
Now, the industry has applied for fresh 'Consent to Operate' under Water Act, 1974 and Air Act, 1981.
Accordingly, the site was visited by RO on 09/07/2024 and it was reported as under:-
1. The industry was in operation however it has not commissioned washing process. 2. It has installed 60 no. Stoll Knitting Machines, 8 No. Shima Seike Knitting Machines, 80 No. Linking machines BTM, 20 No. Stitching machines Juki, 4 No. Washing machines Hydro Extra Ramson's (50 kgs each), 6 No. Table Dry Strem Ramson's (60 kgs each), 12 no. Steam Press Table Ramson's, 6 No. Up Steam Table Ramson's, 10 No. Over Lock machines and 40 no. Hand Knitting machines Local. 3. It has engaged in production of T-Shirts @ 2000 Nos./day and Sweater @ 2000 Nos./day by using raw material as Dyed Yarn @ 800 Kgs/day, Dyed Cloth @ 800 Kgs/day and Non Ionic @ 4 Kgs/day. 4. It has installed one no. wood based boiler of capacity 2.0 T/heat with cyclone separator as APCD. 5. It has installed 4 no. washing machines of capacity 50 Kgs each. 6. It has installed ETP of capacity 50 KLD based on zero liquid discharge (ZLD) having following components: 7. Bar Screen Oil & Grease Trap Equalization with Aeration Coagulation/Flocculation Primary Clarification Fluidized Aerobic Bio Reactor I&II Secondary Clarification Filtration & Adsorption Ultra Filtration RO Stage I & II Steam Based Evaporator. 8. 50% of treated effluent will be reused after secondary treatment for flushing of toilets & gardening i.e. 20 KLD and 85% of treated effluent will be reused after RO system i.e. 17 KLD and 15 % of treated effluent will be evaporated in steam based evaporator i.e. 3 KLD. 9. The industry has installed 1 no. DG set of capacity 300 KVA, equipped with canopy and adequate stack height. 10. Domestic effluent @ 17 KLD is being discharged into MC sewer. 11. It has submitted building plans approved by Er. Mandeep Singh, competent person under Factories Act, 1948. In the subject cited case, the industry has mentioned ground water extraction @ 58 KLD. Considering 25 working days per month, ground water extraction will be 1450 KL/month, which is more than exempted quantity. The industry has applied for obtaining permission for ground water extraction from PWRDA.
In view of report of RO, it is recommended that the industry may be granted 'Consent to Operate' under Water (Prevention & Control of Pollution) Act, 1974 upto 30/06/2029 with suitable conditions, please.
