File Note: As discussed, the case has been processed as new as the electricity connection is to be restored. Earlier, the industry was visited surprisingly by the officers of this office on 26-09-2023 and observed that the industry was in operation during visit. The industry was engaged in the process of manufacturing of carry bags by using recycled granules as raw material. During the visit it was found that industry was manufacturing carry bags of size 24" x 27" and 28"x37". The samples of the same were collected. The industry has installed 02 nos. extruders tubular, one cutting/sealing machines, one Printing machine. The industry has installed one extruder for manufacturing of granules. There is no source of generation of trade effluent. Only domestic effluent is being discharged into the sewer. Accordingly, the consent to operate granted under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention and Control of Pollution) Act, 1981 was revoked vide letter No.4817 dated 13.10.2023 due to above said violations. Thereafter, the PSPCL authority was issued directions u/s 33-A of Water (Prevention & Control of Pollution) Act, 1974 and 31-A under Air (Prevention and Control of Pollution) Act, 1981 vide letter No. 4831-34 dated 16.10.2023 for disconnect the electricity connection of the industry. In compliance to the orders of disconnection of electric supply the electric connection of the industry was disconnected by PSPCL authorities vide TDCO No. 76757/070 dated 03.11.2023. Thereafter, the industry was issued directions from Competent Authority of the Board vide letter No. 5035-36 dated 06.11.2023 to deposit the Environmental Compensation of Rs. 2.0 lacs to the Board. Later, the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Plastic Packing Bags @ 410 Kgs/Day, B.M.W Packing Bags @ 410 Kgs/Day and Garbage Packing Bags @ 410 Kgs/Day which were valid upto 05/06/2024. The electricity connection of the industry was restored temporarily for 6 months period. The balance Environmental Compensation of Rs 1,50,000/- was deposited by the industry (Rs. 50,000/- vide R. No. 01/5549 dated 29.11.2023, Rs. 50,000/- vide R. No. 05/5549 dated 18.12.2023 and Rs. 50,000/- vide R. No. 17/5549 dated 01.01.2024) Now, the industry has applied for Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 along with requisite documents. The industry was visited by undersigned on 10/07/2024 and it was observed as under:- 1. The industry was in operation and engaged in manufacturing of industrial bags during visit. 2. The industry has installed 02 no. extruders tubular, 01 no. cutting/sealing machines, 01 no. printing machine. 3. The industry has not installed any D.G set inside its premises. 4. There is no source of trade effluent generation and only domestic effluent is discharged into sewer. 5. No manufacturing of carry bags was found inside the industry. In view of above, if approved, 1. Consent to Operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry for six months. (Comp: EE) 2.
