The industry was granted consents to operate under Water Act, 1974 & Air Act, 1981 vide no. CTOW/Renewal/BTI/2021/16813424 and CTOA/Renewal/BTI/2021/16812914 both dated 29.09.2021, valid upto 30.09.2026 for operation of rice sheller unit of Raw rice / sorted rice @ 2 TPH with dryer, subject to the conditions mentioned therein.
Earlier, the industry was granted consent to establish for expansion under Water Act, 1974 & Air Act, 1981 vide no. CTE/Exp/BTI/2023/23228339 dt. 20.08.2023, valid upto 19.08.2024 for operation of rice sheller unit of Raw Rice @ 5 TPH with dryer, Sorted Rice @ 2 TPH.
Earlier, the industry was deposited consent fee of Rs. 16,800/- each vide no. AXSK212490019246 & AXSK212490018712 dated 06.09.2021 under Water Act, 1974 & Air Act, 1981 which was adequate upto 30.09.2026.
Now, the industry has applied for varied consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for production of Raw Rice @ 5 TPH with dryer, Sorted Rice @ 2 TPH under orange category.
The detail of the case is as under: -
The industry has deposited consent fees of Rs. 22,000/- vide online R.No. 264478609 dt. 22.05.2024 under Water Act, 1974 and Rs. 22,000/- vide online R. no. 83248198 dt. 22.05.2024 under the Air Act, 1981 to make it adequate upto 30.09.2028 as per the Board's office order dated 29.10.2018 against fixed assets of Rs. 153.05 lacs as on 31.03.2024 as per the CA certificate dated 22.05.2024.
The industry has submitted undertaking regarding completion of APCD’s installed and compliance of NOC conditions.
The industry was already visited by AEE of this office on 11.07.2024 and observed as under –
1) The industry was not in operation during visit.
2) The industry has installed cyclones as APCD’s in the shelling section as well as paddy cleaner of the dryer section to contain the process emissions and the same were in line/operation with all dust emitting points connected to the APCD’s.
3) The industry has provided stacks of adequate height with the APCD’s and provisions to facilitate air emission sampling.
4) No trade effluent is generated from the process and the domestic effluent generated is discharged onto land for plantation after treatment through septic tank.
5) The industry has provided brick wall of adequate length with 10' height around husk discharge/ storage area and further wind screen of MS of 5’ height has been provided above the said wall
6) The industry has made adequate plantation along its boundary wall.
7) The industry has stabilized movement area with bricked road.
The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Recommendations:
Keeping in view of above, it is recommended that - Varied consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity Raw Rice @ 5 TPH with dryer, Sorted Rice @ 2 TPH in the existing premises for a period upto 30.09.2028, subject to the suitable conditions.
