Sir, the industry is a small scale washing unit and was given personal hearing before the Chief Environmental Engineer of the Board on 30.11.2023, wherein it was decided as under:- 1. The industry shall submit permissibility certificate from Municipal Corporation, Ludhiana, within 15 days 2. The Environmental Engineer, Regional Office-1, Ludhiana shall visit the industry and process consent applications in compliance of decision no. 1 .
Now, the industry has applied for fresh consent to Operate under Air (Prevention & Control of Pollution) Act, 1981 and Water (Prevention & Control of Pollution) Act, 1974 for manufacturing of Sweaters @ 600 Numbers/day.
The industry was visited by RO on 05.7.2024 and it was reported as under:- 1. The industry was not in operation during the visit due to off season. 2. In compliance to decision no. 1 of the personal hearing, the industry has now submitted certificate issued by DTP bearing no. 1496 dated 21.06.2024 mentioning that the site falls in residential area.
It is pertinent to mention here that as per Govt. notification dated 06.10.2023 regarding regularization of units in non-designated area, relief has been given to existing industry operating in residential zone and has been allowed to operate for further 3 years i.e. upto 10.09.2026 subject to fulfillment of PPCB norms. 3. All the machinery installed by the industry is non-polluting in nature, except two no. washing machines. 4. The industry has provided physiochemical ETP of capacity 4 KLD for the treatment of trade effluent, and the effluent after treatment is discharged into sewer. The ETP comprises of collection tank-chemical dozing-floculator-settler-prefilteration tank-MGF and ACF. 5. The industry has provided EMF at the outlet of ETP and also on the source of fresh water. 6. The domestic effluent is also discharged into sewer. 7. The industry has installed one baby boiler of capacity 500 kg with adequate stack height, the industry has also installed nos. D.G. sets of capacity 64 KVA with canopy & adequate stack height.
In view of the above, it is recommended that 'Consent to Operate' under the Water (Prevention & Control of Pollution) Act, 1974 may be granted to the industry up to 10.09.2026 with suitable conditions as per policy of the Board, please. (Category - Red, Small) (Competency -SEE)
