It is submitted that the establishment has applied for obtaining consent to establish of the Board (NOC) under the provisions of the Water (Prevention & Control of Pollution) Act 1974 & under the Air (Prevention & Control of Pollution) Act 1981 for manufacturing of Compost @ 5 T/day by using Biodegradable/ Food / Organic waste T/day as raw material under GREEN CATEGORY UNIT.
The industry has deposited Rs. 6400/- vide online receipt no. 369262332 dated 26.06.2024 against proposed cost of the project amounting to Rs. 1.75 Crores and cost of plant and machinery 1.25 Crores, which is adequate as per the Policy of the Board dated 29/10/2018 for one year.
The industry has taken the already constructed industrial shed having area of 45 ft by 65 ft, situated at D-3, Focal Point, Opp. PSEB office, Focal Point, Rajpura on lease basis.
The project proponent has therefore entered into a partnership deed under the name and style of M/s Rewind Technologies vides deed agreement dated 01.04.2024, between the following partners Ms. Ganganbir Singh Jolly and Sh. Amanjot Singh.
As the site is situated in the industrial Focal Point, Rajpura as per the notified Master Plan, the site is suitable for establishment of proposed unit.
The project proponent has submitted feasibility-cum-project report, which is mentioned below:
There are two main kinds of wasted food: food loss and food waste. Food loss is the bigger category, and incorporates any edible food that goes uneaten at any stage. In addition to food that’s uneaten in homes and stores, this includes crops left in the field, food that spoils in transportation, and all other food that doesn’t make it to a store. Some amount of food is lost at nearly every stage of food production. Food waste includes the half-eaten meal left on the plate at a restaurant, food scraps from preparing a meal at home and the sour milk a family pours down the drain.
This type of waste can be disposed off in an environment friendly manner by converting it into compost using Bio Composter machines. In this way, this type of waste gets converted into high value product. Our company plans to establish Food / Organic / All types of biodegradable waste disposal facility using bio composter machines which will convert this category of waste into high value compost.
Capacity of 1 Bio Composter machine- 10 Tons per day
Total Machines- 5 Nos. Total Capacity of plant- 50 Tons per day
Working : A Brief on the Technology of Composting Bio Composter machine is a fully automatic composting machine which is a wonderful incubator for microorganisms that actually feed on the organic matter and convert it into compost. Critical factors like temperature, moisture and oxygen are optimized for the bacteria to thrive and thus compost the organic / food waste at a very fast pace. When food waste is put into the machine , moisture is sensed from below and the tank is heated , if required. Excess moisture is converted to water vapor. Thus moisture and heat is regulated. The periodic intermittent rotation of the mixing blades ensures that the entire content is given the right amount of oxygen to ensure fully aerobic digestion. The microbes are thus activated and they decompose the food. It is 100 % natural process and blades are used for mixing only. The decomposition is done by special “ thermophilic” microorganisms which thrive in high temperature and high acidity or salty atmosphere as well.
As per the submission made by the project proponent, the process of bio composting shall not generate any trade effluent or process emission, hence, no pollution control device have been proposed. There will be only generation of domestic effluent, which will be discharged into PSIEC sewer only.
The proposed site of the colony has been visited by the AEE of this office on 12.07.2024. During visit, it was observed as under:
1. The promoter has taken the already constructed shed / plot on lease.
2. No plant and machinery has been installed at the premises.
3. The site of the project is situated at D-3, Industrial Focal Point, Rajpura.
In view of the mentioned facts, if approved, Consent to Establish (NOC) Water (Prevention & Control of Pollution) Act, 1974 and the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the project proponent for installation of mechanical composter for processing of bio-degradable waste to produce compost (manure) for one year at proposed plot of D-3, Industrial Focal Point, Rajpura with suitable conditions.
