The HCF has granted authorization under BMW Rules, 2016 vide no. BMW/Renewal/MKS/2023/24456634 dt. 22.12.2023 for capacity 30 beds, which was valid upto 31.12.2024.
The hospital has applied for fresh consents to operate under the Water Act, 1974 and Air Act, 1981 for operation of health care facility of 30 beds capacity. The HCF has deposited consent fee of Rs. 4000/- each under Water Act, 1974 and under Air Act, 1981. The HCF is required to deposit consent fee of Rs 18000 each under the Water Act 1974 & Air Act 1981 and Rs 2000 as CTE regularization fee. However HCF is required to deposit balance CTO fee of Rs 15000 under the Water Act 1974 & Air Act 1981 for period upto 31.03.2025.
The HCF has submitted copy of an agreement of 19 beds executed with common facility of M/s Med Waste Solutions Pvt. Ltd., Bidowali authorized by the Board for Non-Bedded wherein MEM has under taken the liability of collection, transportation and treatment / disposal of Bio-Medical Waste generating from the hospital. The agreement is valid upto 31.03.2025.
The Board vide order no 229 dated 14.09.2023 has decided to facilitate the entrepreneurs with "Auto generation of renewal of consent to establish / operate / authorization of any category of Small Scale industries / projects / Health Care Facilities (upto 50 beds) and Hazardous Waste generating industries” on the basis of self-declaration by these entrepreneurs and shall be without any inspection / physical verification by the officers of the PPCB.
The HCF was visited by undersigned on 11.07.2024 and it was observed that the HCF has installed ETP cum STP and treated waste water discharged onto land for plantation. The HCF has not installed DG set in its premises.
The hospital is complying with the provisions of the Water Act, 1974 and Air Act, 1981.
Keeping in view of above, it is recommended that consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the hospital for operation of hospital of 30 beds capacity for a period upto 31.03.2025, subject to conditions as per policy of the Board alongwith special conditions as follows:
1. The HCF shall get the validity of agreement made with Common Bio Medical Waste Treatment Facility extended well before its expiry and submit the same to the Board.
2. The HCF shall comply with the provisions of Bio Medical Waste Management Rules, 2016 all the time.
3. The HCF shall comply with the provisions of the Water Act, 1974 & Air Act, 1981 all the time.
4. The HCF shall ensure to comply with the effluent standards as notified by Ministry of Environment, Forest and Climate Change under the Bio Medical Waste Management Rules, 2016 as amended upto date and subsequent amendments if any
5. The HCF shall deposit balance Consent to operate fee of Rs 15000 each under the Water Act 1974 & Air Act 1981 to make it adequate for a period upto 31.03.2025.
