File Note:  The industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide no. CTOW/Renewal/BTI/2020/12696763 & CTOA/Renewal/BTI/2020/12696658 dt. 04.06.2020, valid upto 30.09.2024 for operation of rice sheller unit of capacity Raw rice / sorted rice @ 2 TPH with dryer, subject to the conditions mentioned therein.  Now, the industry has applied for varied consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit to produce Raw rice / sorted rice @ 2 TPH with dryer under orange category. The details of the case is as under: -  The industry has deposited Rs. 19000/- vide UTR No. N185243128393844 dt. 03.07.2024 and Rs. 19000/- vide UTR No. N185243127955701 dated 03.07.2024 and Rs. 1800/- vide UTR No. N185243128307348 dt. 03.07.2024 as NOC regularization fees to make it adequate upto 30.09.2029 as per the Board's office order dated 29.10.2018 against fixed assets of Rs. 62.76 lacs as per the CA certificate dated 07.08.2023.  The industry has submitted Machinery Bills as the industry has installed new sortex machine and blender.  The industry was visited by undersigned on 10.07.2024 and observed as under – 1) The industry was not in operation during visit. The industry has installed the machinery for the production of raw rice with one sortex machine and one dryer. 2) The industry has installed separate cyclones as APCD’s in the shelling section as well as paddy cleaner of the dryer section to contain the process emissions and the same were in line/operation with all dust emitting points connected to the APCD’s. 3) The industry has provided stacks of adequate height with the APCD’s and provisions to facilitate air emission sampling. 4) No trade effluent is generated from the process and the domestic effluent generated is discharged onto land for plantation after treatment through septic tank. 5) The industry has provided brick wall of adequate length with 10' height around husk discharge/ storage area and further wind screen of MS of 5’ height has been provided above the said wall 6) The industry has made plantation along its boundary wall. 7) The industry has constructed boundary wall along three sides only. No boundary wall has been constructed along the fourth side towards the brick kiln.  As such the industry is not complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.  Keeping in view of above, it is recommended that clarification may be raised to the industry to construct boundary wall towards the brick kiln within 7 days
