The hotel is a large scale red category social hotel…………………………
The hotel was granted consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide no. CTOW/Renewal/LDH4/2023/20709791 dated 20/03/2023, upto 30/06/2027 for 169 rooms, one banquette hall, 03 restaurant and allied components like gym, parlour etc and for discharge of domestic effluent @ 130 KLD partly into sewer & partly onto land for plantation after treatment through STP with certain conditions and special conditions that:
1. The hotel shall complying with all the SOP’s/guidelines framed by the CPCB/PPCB.
2. The hotel shall submit the complete compliance of PPCB order no. 64 dated 02.02.2021 related to all departments within 03 months.
3. The project proponent may also develop the vermin-composting/composting to manage the biodegradable solid waste.
4. The project proponent shall not throw, burn or bury any solid wastes in open, outside premises or in drain / water bodies.
5. The project proponent shall perform / promote its Corporate Environment Responsibility (CER) activities as well as use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic.
6. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches/water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises.
7. The project proponent shall properly handle and manage the solid wastages as per the provisions of the Municipal Solid Waste Rules 2016 and ensure that the solid waste is segregated & disposed of in an environmentally sound manner.
8. The hotel will make arrangement so as to operate the STP regularly to achieve the requisite parameters prescribed for such effluents by the Board.
9. The hotel shall get its effluent sample analyzed from PPCB Lab, within 1 month.
10. The hotel shall get continuance certificate u/s 79 of Punjab Regional Town Planning & Development Act Amendment 2006 from the Municipal Corporation, Ludhiana for allowing the operation of hotel at present site, within 02 months………………………………
Consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 was granted vide no. CTOA/Renewal/LDH4/2023/20709726 dated 20/03/2023, upto 30/06/2027 for using HSD as fuel in its one baby boiler of 0.85 TPH with adequate stack and 02 hot water generators of 2.5 Lacs/Kcal each with adequate stack, one kitchen with adequate stack height and 02 DG sets of 750 KVA each with canopy…………………………………………….
Earlier, the hotel was visited by undersigned on 31.10.2023 and it was observed as under:
1. The hotel was in operation during the visit.
2. The hotel has installed ETP for treatment of trade effluent generated from the laundry section and the treated effluent of ETP is being discharged into the collection tank of STP. Further, the hotel has installed STP for treatment of domestic effluent generated from its premises. It is informed that effluent sample was collected from the outlet of the STP during visit and as per analysis result the concentration of pH = 6.4, TSS = 314 mg/l, TDS = 611 mg/l, COD = 864 mg/l, BOD = 240 mg/l, and Oil & Grease = 26.8 mg/l, which are beyond permissible limits (BOD> 30, TSS> 50, Oil & Grease>10).
3. The hotel failed to show the record of STP/ETP operation. The hotel could not show the record of water uses in flushing and gardening purpose.
4. The hotel has installed one oil fired baby boiler of 0.85 TPH capacity with adequate stack height.
5. The hotel has installed two hot water generators (one oil fired and other gas) of capacity 2 lac Kcal (each) with adequate stack height.
6. The hotel has provided hoods and adequate stack height in the kitchen for dissipation of fuel emissions.
7. The hotel has two D.G. sets of capacity 750 KVA (each) with canopy and adequate stack height.
8. The hotel has installed bio-composter of capacity 250 Kg, however the Bio-composter was found not in operational condition and needs repair.
9. The hotel is not complying with the mechanism/guidelines for control of pollution & enforcement of environment norms for individual establishment/hotel/metals/banquet. The detailed report was sent to competent authority vide e-noting no. 24420221 dated 11.12.2023.
Thereafter, the hotel was given personal hearing before the Chairman of the Board on 12.02.2024 for revocation of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 vide Board letter no. 1573 dated 27.02.2024 and wherein it was decided that:-
1. The consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 be revoked.
2. The promoter company shall submit a bank guarantee of Rs. 10 Lacs as assurance to operate its STP properly and achieve the standards for discharge of treated waste water as prescribed by the Board.
3. The Environmental Engineer, Regional Office-4, Ludhiana shall visit the hotel and shall collect fresh waste water sample and submit recommendations accordingly.
Further, consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 has been revoked vide Board letter no. 1577 dated 27.02.2024………………………………….
Now, the hotel has applied for renewal of consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 through OCMMS on 03.07.2024.
The hotel has deposited consent fee, which is adequate upto 31.01.2027………………………...
The hotel was again visited by AEE of RO on 18.06.2024 and it was observed as under:
1. The hotel was in operation during visit.
2. The hotel has installed ETP for treatment of trade effluent generated from the laundry section and the treated effluent of ETP is being discharged into the collection tank of STP. The components of ETP are collection tank, mixing tank (chemical dosing tank), settling tank & outlet.
3. The hotel has installed STP for treatment of domestic effluent generated from its premises. The components of STP is oil & grease trap, collection tank, aeration tank, tube settler, sludge holding, chlorination, activated carbon filter, multi grade filter, softerner and final outlet.
4. During the visit, ETP & STP was found in operation and all its components were found in working. The treated effluent is being discharged into sewer and for partially for irrigation.
5. Sample of the combined treated effluent was collected by the officer of the Board on 18.06.2024 from the outlet of the ETP & STP after mixing. The analysis report has been received from Zonal Laboratory, Ludhiana vide letter endst no. 1613-15 dated 27.06.2024 and as per analysis result the concentration of pH=7.9, TSS=13 mg/l, TDS=591 mg/l, COD=92 mg/l, BOD=18 mg/l, and Oil & Grease=BDL which are within prescribed limits.
6. The hotel is maintaining the proper record of STP and ETP operation.
7. The hotel has installed one diesel fired baby boiler of capacity 0.85 TPH with adequate stack height. 8. The hotel has installed 02 diesel fired hot water generators of capacity 02 Lacs/Kcal each with adequate stack height.
9. The hotel has provided hoods and adequate stack height in the kitchen for dissipation of fuel emissions.
10. The hotel has installed 02 DG sets of capacities 750 KVA each with canopy and adequate stack height.
11. The hotel has executed an agreement with M/s A2V Infra Services, Ludhiana for lifting of municipal solid waste on daily basis.
12. The hotel has installed one composting machine of capacity 35 Kg and same is working.
13. The hotel has submitted a bank guarantee of Rs. 10 Lacs as assurance to operate its STP properly and achieve the standards for discharge of treated waste water as prescribed by the Board.
As proposed by Regional Office, may, if approved:
1. Consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 be granted to the hotel upto 31.03.2026 with suitable conditions as per policy of the Board and with special conditions that:
i. The hotel shall not use and allow any banned single use plastic items by the caterers and shall not prior inform the organizer of the marriage parties/functions to not purchase, stock, use and distribute any banned single use plastic items such as plastic or Styrofoam plates, cups, glasses, cutlery items etc.
ii. The establishment shall install water meter at groundwater extraction pits/points for recording flow/quantity of water extraction and the same shall be within the limit/quantity approved by the concerned Authority.
iii. The establishment shall maximize the reuse of treated water for non-potable purpose/gardening, etc.
iv. The establishments shall properly handle, manage and dispose the solid waste generated and comply with the provisions of the Solid Waste Management Rules, 2016.
v. The establishment shall comply with provision of Noise Rules Specifically Rules 5 and Rules 6 of the Noise Rules.
