It is intimated that the above industry is a cupola furnace established and commissioned without obtaining NOC/Consents of the Board.
Now, the industry has applied for obtaining fresh consent to operate under the Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981. The project proponent has submitted various documents, which are enclosed along with the application, which may kindly be pursued.
The industry has submitted a allotment letter from the Department of Punjab Small Industries & Export Corporation Limited, Udyog Bhawan, 18-Himalya Marg, Sector 17-C, Chandigarh issued vide letter no. PSIEC/ESTATE/28996 dated 27/02/2019 to the allotment Name Sh. Nikhil Aggarwal S/o Sh. Suraj Aggarwal, Sons of Sh. Sandeep Aggarwal, R/o B-3/301, Pashchim Vihar, S.O West Delhi-110063 regarding allotment of Plot No. 18 at Focal Point, Batala measuring 2500 sq.yards is hereby allotted. The industry has also submitted the copy of GST Certificate its new Ownership Firm.
The PSCST, Chandigarh has certified vide letter no. PSCST/CC/1415 dated 06/10/2020 that the industry has installed cupola furnace and air pollution control device having melting capacity less than 3T/hr as per the technology evolved by PSTST, Chandigarh.
The industry has deposited Rs. 40,600/- vide UTR No. KKBKH24164881356 dated 12/06/2024 & Rs. 38,200/- vide UTR No. KKBKH24164881356 dated 12/06/2024 as consent to operate fee under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 including Rs. 500/- as Form Downloading fee against total gross value of fixed assets worth Rs. 48,84,009/- as on 29/03/2024 and same are adequate upto 30/09/2029 under both Acts. The industry was visited by the officer of this office on 26/04/2024 and observed as under:-
1. The industry was not in operation during the visit.
2. The industry has installed a cupola furnace with wet cap as an APCD.
3. The industry has constructed a re-circulation tank with pump motor fitted over it.
4. The industry has erected a pipe network for the re-circulation of the scrubbed water.
5. There is no source of trade effluent.
The project proponent has submitted Approved Building Plan from the competent person under the Punjab Factories Act, 1948.
The project falls in Orange category in small scale sector, hence competency to decide the case lies with the Environmental Engineer of the Board in the light of Head Office, Patiala letter no. 19650-761 dated 30/04/2013.
In view of above, it is recommended that the consent to operate under Water (Prevention& control of Pollution) Act, 1974 & Air (Prevention & Control of Pollution) Act, 1981 may be granted upto 30/09/2029 with suitable conditions.
