It is submitted that the HCF has applied for obtaining fresh consent to operate under Air (Prevention & Control of Pollution) Act, 1981 & Water (Prevention & Control of Pollution) Act, 1974 (for hospital @ 30 beds) along with Copy of BMW Authorization, Agreement made with CBWTF valid up to 31/05/2028.
The hospital has deposited Rs. 10000/- vide Receipt No. 897082322 dated 03.07.2024 as consent fee under Water Act, 1974, Rs. 2400/- vide Receipt No. 977246238 dated 11.07.2024 as balance fee under Water Act, 1974, Rs. 3600/- vide UTR No. N135243038503001 dated 14.05.2024 as balance fee under Water Act, 1974, Rs. 500/- vide UTR No. N135243038499826 dated 14.05.2024 as application form fee, Rs. 2000/- vide UTR No. N186243130007367 dated 04.07.2024 as NOC regularization fee, Rs. 10000/- vide Receipt No. 411788266 dated 02.07.2024 as consent fee under Air Act, 1981 and Rs 6000/- vide Receipt No. 622322919 dated 11.07.2024 as balance fee under Air Act, 1981, which is adequate up to 31/03/2029.
The hospital has submitted a certificate issued by Secretary, Water Supply & Sewerage Department, Municipal Corporation, Amritsar vide no. 2010 dated 01/03/2024 to allow for the discharge of its treated waste water into M.C. Sewer.
The Hospital was visited by undersigned on 15/07/2024 and observed as under: -
1. The Hospital comprising of 30 beds and is engaged in providing medical health services.
2. The HCF has provided color coded bins for segregation, collection of Bio-Medical Waste and segregation of Bio-Medical Waste was according to color codes.
3. The HCF has provided needle destroyer for shredding of needles.
4. The HCF is lifting its Bio-Medical Waste to CBMWTF and maintaining the record of the same.
5. The HCF has provided final collection room for storage of bio medical waste generated from its premises.
6. No Bio-Medical Waste found mixed with general waste.
7. The hospital has installed D.G. set of capacity 82.5 KVA, which is fitted with canopy and stack of adequate height.
8. The hospital is situated at Batala Road, Amritsar within MC limit and has connected with MC sewer for discharge of its effluent which further leads to STP installed by MC.
The hospital is having bed capacity of 30 beds and competency to decide the case lies with Environmental Engineer.
Keeping in view of above, it is recommended that the fresh consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 may be renewed to the hospital up to 31/03/2029 with suitable terms & conditions along with special conditions that: -
1. The hospital will get effluent sample (combined liquid and domestic effluent) analyzed from an approved lab of the Board within 01month.
2. The hospital will renew its agreement time to time made with Common Bio Medical Waste Treatment Facility well before its expiry and submit the copy of same in this office.
3. The HCF shall comply vide Head Office, no. 468 dated 31/08/2021 issued by Punjab Pollution Control Board. |
