The industry was granted consents to operate under the Water Act, 1974 & Air Act, 1981 vide no. CTOW/Varied/MKS/2020/12388099 dated 02.05.2020 & CTOA/Renewal/MKS/2020/12570079 dt. 12.05.2020, both are valid upto 30.09.2024 for operation of rice sheller unit of capacity Steamed Rice / Raw Rice/Sorted Rice @ 240 MTD with dryer alongwith 2 no. boilers of capacity 6 TPH and 8 TPH under orange category by using paddy @ 360 TPD, subject to the conditions mentioned therein.
Now, the industry has applied for varied consents to operate under the Water Act, 1974 and Air Act, 1981 through OCMMS for operation of rice sheller unit after increasing the production capacity to produce Raw Rice / Sorted Rice @ 347 TPD or Raw Rice @ 240 TPD & Steamed Rice @ 107 TPD alongwith 8 dryers, 2 no. boilers of capacity 6 TPH and 8 TPH under red category by using paddy @ 527 TPD.
The industry has deposited consent fees of Rs. 180000/- vide online R. No. 182622391 dt. 25.05.2024 under Water Act, 1974 and Rs. 180000/- vide online R. no. 858301112 dt. 25.05.2024 under the Air Act, 1981 to make it adequate upto 31.12.2029 as per the Board's office order dated 29.10.2018 against fixed assets of Rs. 12.57 crores as on 15.03.2024 as per the CA certificate dated 13.06.2024. Further, the industry has also deposited NOC regularization fee of Rs. 14400/- vide online R. no. 858301112 dt. 25.05.2024 fee for increased assets.
The industry has submitted the letter from EO, Municipal Council, Sri Muktsar Sahib vide no. 6490 dated 13.06.2024, which is reproduced as under:-

The industry has submitted completion certificate of installation of two new dryers and APCDs with plant.
The industry has submitted feasibility report and bills of machinery installed.
The industry has submitted that first we have installed 2 Shelling Section of 240 TPD capacity of Rice/Sorted Rice and steamed rice two shelling section was having equal capacity. Now we have installed 1 more shelling section So now we have Three (3) Shelling Section all of three can be used for production of Raw Rice/ Sorter Rice having total capacity of 347TPD or 1 section for production of Steamed rice @107 TPD & 2 for production of Raw Rice/ Sorted Rice a 240TPD. Earlier you have granted us consent for production of 240 TPD of Raw Rice/ Sorted Rice /Steamed Rice @240TPD. Now there is no decrease on capacity of any type of rice. In fact we have increased our capacity to 347TPD of Rice.
The industry was visited by undersigned (AEE) on 11.07.2024 and observed as under –
1) The industry was not in operation. The industry has been closed due to off season. The industry has installed three shelling section and separate cyclone has been installed as APCD with each line. Among the three lines maximum one line can be used for production of steamed rice and all can be used for the production of raw rice. The industry has installed 12 handies and 8 dryer with the parboiling section/dryer section three precleaner have been installed and all are equipped with separate cyclone. APCDs installed with precleaner and shelling section are in operationable condition. Separate sortex machine has been provided with each shelling line.
2) The industry has removed the water pipe line, which is used for parboiled. The industry has installed 2 no. new dryers.
3) The industry has installed 2 no. multicyclones as APCD with boilers of capacity 6 TPH and 8 TPH and the same were found in operationable condition. The industry has provided common stack of adequate height with boilers of capacity 6 TPH and 8 TPH, stacks of adequate height with 3 no. paddy cleaners and 3 no. shelling sections with adequate sample collection facilities with all stacks.
4) The industry has provided the pipeline for carrying rice husk from discharge point to boiler feeding point and mechanical feeder has been provided with the furnace to feed rice husk as fuel in the furnace. The industry has provided wall of adequate length with height of 10 feet around husk storage area and 5 feet Jali have been provided over the said wall.
5) The industry has provided the room type enclosure for temporary storage of fuel ash near the boiler section with arrangement of sprinkling of water on fuel ash to avoid its blowing during transportation.
6) The industry has provided the septic tank for treatment of domestic effluent of office building with provision of discharge of effluent onto land for plantation.
7) The industry has provided plantation along the boundary wall of the industry.
8) There is no increase in the land area of the unit.
As the industry is located outside MC limits and has installed requisite APCD with polluting machinery as such the industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013.
Keeping in view of above, it is recommended that - Varied consents to operate under the Water Act, 1974 & Air Act, 1981 may be granted to the industry for operation of rice sheller unit of capacity (Raw Rice / Sorted Rice @ 347 TPD or Raw Rice @ 240 TPD & Steamed Rice @ 107 TPD) alongwith 12 no handies, 3 sortex machine, 8 dryers, 2 no. boilers of capacity 6 TPH and 8 TPH under red category by using paddy @ 527 TPD in the existing premises for a period upto 30.06.2029, subject to the suitable conditions along with special condition that the rice sheller will get its air emission sample analyzed by Board's lab/Board's approved lab in coming paddy season.
