File Note: • The project proponent was granted NOC for construction of 120 flats in an area of 2.19 acres with total built up area of 17083.32 sq.m on 18.04.2022 (with validity upto 30.09.2023) from PBIP for discharge of domestic effluent @ 67 KLD (28 KLD to be reused for flushing purposes and 28 KLD for plantation in the green area and excess effluent into MC sewer) after treatment into common STP of capacity 1350 KLD installed within its sister concerned colony namely M/s Sheesh Mahal Developers. • The project proponent was granted CTO under Water Act, 1974 and Air Act, 1981 on 27.06.2023 (valid upto 30.6.2024) from PBIP for occupancy and operation of 120 residential flats in an area of 2.19 acres having built up area of 17083.32 sq.m and for discharge of domestic effluent @ 67 KLD after treatment in common STP. • Now application applied for obtaining extension in the validity of CTOs for occupancy and operation of 120 residential flats. • The visiting officer has reported that out of 120 residential flats, 20 have been occupied. The common STP of 1350 KLD capacity installed was in operation. The project proponent has provided flushing system for reutilization of the treated wastewater and flow meter has been attached with maintenance of record. Flow meter not provided on the sewage pipeline of the colony leading to STP. The project proponent is bulk waste generator; however the entire solid waste is lifted by MC, Bathinda and no in-house management provided. If approved, CTOs under Water Act, 1974 & Air Act, 1981 may be further extended upto 30.09.2028. subject to the following specific conditions:- 1. The project proponent shall ensure that in case the built up area increases beyond 20,000 Sqm, then the project proponent shall be bound to obtain environmental clearance as required under ElA notification dated 14/9/2006……………. 2. The project proponent shall ensure to send the entire effluent of the colony through proper pipeline to the common STP alongwith maintenance of proper record by installation of flow meters regarding the quantity of effluent discharged into the common STP…………… 3. The project proponent will not use any fresh water in the green area/ plantation developed inside the project premises and will operate the arrangements provided for reutilization of the treated effluent in an adequate manner and also to reuse the treated effluent for watering of green areas in the project premises with discharge of only the excess effluent into MC sewer.………….. 4. The project proponent shall ensure to manage, treat and dispose off the solid waste generated from the project premises by providing in house management of the solid waste in accordance with the various provisions of the Solid Waste Management Rules, 2016……………….. 5. The project proponent shall promote use of alternatives of single use plastics (SUP) and awareness to discourage use of plastic, through their Corporate Environment Responsibility (CER) activities………….. 6. The project proponent shall ensure that there are no usages of single use plastic- thermocol disposable items such as water bottles / water pouches / water cups, plates, forks, spoons, straw etc. and single use decorating material made of plastic-thermocol or any other non-biodegradable material in the premises…………… 7. This 'consent to operate' is issued from pollution angle and the project proponent shall obtain the statutory clearances / permissions from the other concerned departments, as required……………….
