Earlier the industry was granted consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no. CTOW/Renewal/LDH1/2022/19237535 Date of issue: 01/09/2022 Date of expiry: 19/07/2023 and CTOA/Renewal/LDH1/2022/18779257 Date of issue: 11/10/2022 Date of expiry: 31/03/2023 for manufacturing of Non-Alloyed MS Round @ 98 TPD with one oil fired Reverberatory furnace and 1 coal fired Reverberatory furnace of capacity 5 TPH each. It is pertinent to mention here that earlier as per Govt. Notification S.O. 3250(E) dt 20.7.2022 issued by the Ministry of Environment Forest & Climate Change, Govt. of India, the unit was supposed to obtain Environmental clearance. Presently the Govt. of India vide notification no. CG-DL-E-23112023-250229 dated 22.11.2023 has exempted the said units from obtaining Environmental Clearance.
The industry dismantled the standby oil fired Reverberatory furnace and is carrying out all the activities related to production with the help of one coal fired Reverberatory furnace only and applied for varied consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 for manufacturing of Non-Alloyed MS Round @ 98 TPD.
The CTO under Water (Prevention & Control of Pollution) Act, 1974 was granted for further five years and application under Air (Prevention & Control of Pollution) Act, 1981 was refused after giving an opportunity of personal hearing, wherein it was decided as under:-
1. The application for consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 be refused.
2. The industry shall re-apply for consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 along with air emission sample analysis report.
3. The Environmental Engineer, Regional Office shall visit the industry to collect air emission samples and submit the report along with recommendations in the matter
The industry has again applied for consent to operate under Air (Prevention & Control of Pollution) Act, 1981 and has uploaded, CA certificate, compliance report of earlier granted consent, manufacturing process, site plan location plan.
1. The industry was visited on 02.07.2024 in compliance to decision no. 3 of persona hearing and was in operation during visit.
2. Air emission samples were collected during the visit and sent for analysed to Zonal Lab, Ludhiana. As per the report vide receipt no. 1662-63 dated 09.07.2024.The results are within the prescribed limit. The analysis report is attached with the application.
3. The industry is engaged in manufacturing of MS round.
4. The industry has installed one rolling furnaces with cyclone followed by wet scrubber as APCD with adequate stack height and proper sampling arrangements.
5. The old oil fired furnace has been dismantled by the industry, which was being used as a standby furnace.
6. The industry is maintaining the record of APCD and same was verified during visit.
7. The industry has installed one DG set of capacity 80 KVA with canopy & adequate stack height.
8. There is no source of generation of trade effluent & only domestic effluent is being discharged onto land for plantation after septic tank.
In view of above, it is recommended that varied consent to operate under the Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.09.2030 (upto adequacy of fee deposited) for manufacturing of Non-Alloyed MS Round @ 98 TPD with suitable terms and conditions, please.
