The industry is a small-scale red category dyeing unit and was earlier granted consent to operate under the Air Act, 1981 vide no. CTOA/Renewal/LDH3/2022/18054448 dated 16.03.2022 for dyeing and washing of cloth @ 2000 kg/day for operation of one no. boiler of capacity @ 1.5 TPH with FBC and mechanized fuel feeding system with Patta kutti as fuel, which was expired on 30.06.2024………………………….... Recently the industry was granted varied consent to operate under Water Act, 1974 vide no. CTOW/Varied/LDH3/2024/23476082 dated 02.01.2024 for the dyeing of polyester fabric or PC fabric @ 7.250 MT/day with trade effluent @ 196.5 KLD & domestic effluent @ 3.5 KLD into CETP 50 MLD, which is valid upto 01.01.2025……………………………….
Now, the industry has applied for varied consent to operate under Air Act, 1981 for the dyeing of polyester fabric or PC fabric @ 7.250 MT/day with operation of one no. boiler of capacity @ 1.5 TPH with FBC and mechanized fuel feeding system……………………………….
The industry has deposited consent fee, which is adequate upto 30.06.2029 as verified by the Regional Office…………………………....
Regional Office has reported that the industry falls in industrial Land use zone of notified Master Plan, Ludhiana, as per the CLU issued by the STP, Ludhiana vide no. 237/STP(L)/TW-2A dated 05.02.2015 submitted by the industry…………………………....
The industry was visited by AEE of RO on 04.07.2024 and observed that: …………………………...
1. The industry was in operation during visit and the same was engaged in the process of dyeing of polyester fabric or PC fabric.
2. The industry has installed one no. boiler of capacity @ 1.5 TPH with FBC and mechanized fuel feeding system with Rice Husk as fuel. The industry has provided APH followed by cyclone separator as APCD & adequate stack height. During visit stack of the boiler was almost clear as no black smoke was being emitted from the stack of the industry.
3. The industry has installed one DG set of capacity 82 KVA which is equipped with canopy along with adequate stack.
4. The industry is complying with the provisions of Air Act, 1981…………………………...
As proposed by Regional Office, may if approved…………………………...
1. Varied consent to operate under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto 30.06.2029 (adequacy of consent fee) for dyeing of polyester fabric or PC fabric @ 7.250 MT/day with usual terms and conditions and following special conditions:
a) The industry shall use only authorized fuel in its boiler.
b) The industry shall not emit black smoke at any point of time, under any circumstance.
c) The industry shall make proper and adequate arrangements for storage & disposal of Boiler Ash.
d) The industry shall ensure that the activities of unit does not create any nuisance in the surrounding areas and no public complaints are received…………………………....
