The project proponent has applied for obtaining ‘Consent to Establish’ (NOC) from pollution angle for the establishment of cold store in Village Malak, Tehsil Jagraon, District Ludhiana in an area of 13 Kanals 16 Marlas (1.72 Acres), bearing mushtil no. 64//23 (5-0), 24 (7-2) 25/1 (0-18), 71//3/1/1 (0-7), 4/1/1 (0-9), Village Malak, Tehsil Jagraon, District Ludhiana for storage of Fruits & Vegetables etc. @ 5604 MT/year.
The details are as under:-
1. The project proponent has deposited Rs. 10,800/- vide UTR No. 554212080 dated 28.06.2024 as NOC fee for the project cost of Rs. 591.76 lacs, which is adequate for one year under Green category.
2. The project proponent has submitted project report regarding establishment cold store for storage of Fruits & Vegetables etc. @ 5604 MT/year. As per project report, cost of project is 591.76 lacs.
3. The project proponent has obtained permission for change of land use for “Cold Store” for an area of 13 Kanals 16 Marlas (1.72 Acres), bearing mushtil no. 64//23 (5-0), 24 (7-2) 25/1 (0-18), 71//3/1/1 (0-7), 4/1/1 (0-9), Village Malak, Tehsil Jagraon, District Ludhiana from Senior Town Planner, Ludhiana vide his memo no. 2006/DTP(L)/M2C dated 08.08.2024.
4. As per application of the project proponent, there will not be any source of air pollution from the storage process and also there will not be any generation of trade effluent. Only domestic effluent will be generated from the premises, for treatment of which the project proponent has proposed to construct septic tank and the treated effluent will be discharged onto land for plantation.
5. The Project Proponent has also submitted report of Tehsil, Jagraon that site is located at 150 mtr distance from phirni of village and is outside lal lakir and no residential house is located within the distance.
Keeping in view the above, it is recommended that the ‘Consent to Establish’/ NOC may be granted to the project proponent for one year (Green category) for the establishment of cold store for storage of Fruits & Vegetables etc. @ 5604 MT/year, subject to the suitable conditions alongwith following special conditions:
1. The project proponent will establish cold store in 13 Kanals 16 Marlas (1.72 Acres), bearing mushtil no. 64//23 (5-0), 24 (7-2) 25/1 (0-18), 71//3/1/1 (0-7), 4/1/1 (0-9), Village Malak, Tehsil Jagraon, District Ludhiana for which it has obtained CLU from the STP, Ludhiana.
2. The project proponent will comply with all the conditions imposed by the Senior Town Planner, Ludhiana vide his memo no. 2006/DTP(L)/M2C dated 08.08.2024.
3. The project proponent will comply with all the conditions of Master Plan Jagraon (2010-2031).
