File Note: It is submitted that earlier the industry was granted consent to operate vide no. CTOW/Renewal/FDK/2019/10223445 & CTOA/Renewal/FDK/2019/10223390 dated 12.08.2019 for operation of parboiled plant and rice sheller unit for Saila or Steamed rice @1.5TPH, Raw Rice @ 3 TPH alongwith Sorted Rice @4TPH under the Water Act, 1974 & the Air Act, 1981, valid upto 30.06.2024 with conditions mentioned therein. Now, the industry has dismantled its parboiled / steamed rice machinery (boiler and handies) and applied for varied Consent to operate under the Water Act, 1974 & the Air Act, 1981 for manufacturing of Raw Rice with drier @ 4 TPH along with sorted rice @ 4 TPH. The details of the case is as under: 1. The project proponent has submitted copy of CA certificate dated 28.06.2024, value of fixed assets of Rs. 162.59 lakhs (including value of machinery head of Rs. 131.62 lakhs). Accordingly, the industry has deposited consent fee of Rs. 8400/- vide UTR / Ref. No. POD026003200 dated 24.06.2024 under Water Act, 1974 and Rs. 8400/- vide UTR / Ref. No. POD026003460 dated 24.06.2024 under Air Act, 1981, which is adequate for a period upto 30.06.2025 under both the Acts. Thereafter, the industry was visited by undersigned on 14.07.2024 and it was observed as under: • The industry was not operation during visit. The industry has dismantled its earlier installed parboiled plant and steamed rice plant i.e. handies and boiler from the premises. • The industry has 02 shelling sections & 02 paddy pre cleaner of dryer section. • The industry has provided cyclone separator as APCDs separately with each shelling section and dryer section. The industry has provided adequate stack height with sample collection arrangements after APCD. • The industry has provided 10' height wall around husk discharge / storage area and 5' sheets has been provided on said wall in compliance to the code of practice. • The industry has provided septic tank for treatment of domestic effluent with outlet to discharge onto land for plantation area. The industry is complying with the provisions of the Water Act, 1974 & Air Act, 1981 as well as code of practice prescribed by the Govt. vide order dt. 15.10.2013. Keeping in view of the above, it is recommended that varied Consent to operate under the Water Act, 1974 & the Air Act, 1981 for manufacturing of Raw Rice with drier @ 4 TPH along with sorted rice @ 4 TPH may be granted to the industry for a period upto 30.06.2025 / adequacy of consent fee with suitable conditions and specific conditions as under: 1) The industry shall analyze its air emission samples from the Board’s lab, during upcoming paddy season 2024-25.
