It is submitted that the project proponent has proposed to establish a marriage palace and applied for consent to establish (NOC) under the name & style of M/s Reet Villa in an area of 16 kanal at Talwandi Bhai-Moga Road, in the revenue estate of Village Maheshri, Tehsil & District Moga. Details of the case are as under:-………
1) The marriage palace has submitted project report showing the value of its proposed gross fixed assets of Rs. 188 Lakhs. Accordingly, it has deposited Rs. 8400/- vide online R.No. 851261238 dated 07.07.2024, which is adequate for a period of one year. ……….
2) The project proponent has submitted copy of classification report issued by the Department of Town & Country Planning vide memo no. 617 dated 27.06.2024. As per which, the proposed site falls in the mixed land zone as per notified Master Plan Moga (2031) and marriage palace is allowable in this area………..
3) The project proponent has submitted copy of sale deed registered to the name of partner of the project. ……….
4) The project proponent has submitted copy of aks sajra and location of the site……….
5) The project proponent has submitted partnership deed executed on 11.05.2024. As per which, Sh. Raminder Pal Singh and Smt. Harsimran Kaur are the partners of the project……….
6) The project proponent has submitted feasibility report regarding treatment of wastewater, solid waste, air pollution control and noise pollution control arrangements to be provided by the project. The PP has proposed to install oil & grease trap followed by septic tank for treatment of effluent to be generated from kitchen section and septic tank for treatment of domestic effluent of toilet section. Also, the PP has proposed to discharge the treated trade effluent onto land for plantation in one kanal area as well as along the boundary wall, which is adequate. …………..
7) The PP has proposed to provide 02 no. compost pits for scientific disposal of bio-gradable solid waste to be generated. Also, PP has proposed to disposed off its non-biodegradable solid waste to the MC authorities. ………..
8) The PP has proposed to install suction hood in the kitchen section……….
9) The PP has proposed to install DG set of capacity 125 KVA with canopy and stack of adequate height………………
The site of the proposed marriage palace is visited by Er. Manmohit Kumar, AEE on 14.07.2024 and it was observed as under:
1. The proposed marriage palace is located on National Highway along the Talwandi Bhai to Moga road………..
2. The PP has completed the construction of boundary wall in the premises. No other construction has been started on the proposed site. …………..
As per the report of Department of Town & Country Planning, the proposed falls under mixed land use zone of notified Master Plan of Moga (2031). The proposed site is suitable for establishment of marriage palace …………..
In view of the above, it is recommended that consent to establish (NOC) may be granted to the PP for establishment of marriage palace of capacity 450 person, subject to the suitable conditions alongwith the following specific :-
1) This consent to establish is granted for establishment of marriage palace in an area of 16 kanals bearing khasra nos. 130//10(8-0) , 130//1(2-13) 11/1(2-0) 11/2min(1-0.5) 129//15(0-11) 6/1 (1-4) 15/2min(11-0.5) in the revenue estate of village Maheshri, Tehsil & District Moga.
2) The PP shall comply with the conditions of memo no. 617 dated 27.06.2024 issued by the Department of Town & Country Planning.
3) The PP will always comply with guidelines issued by the Board vide no. HQ-2/2021/64 dated 02.02.2021.
4) The PP will ensure that in-situ management of wet waste generated for the premises.
5) The PP shall make ensure to utilize treated water for plantation purpose.
6) The PP will comply with the provisions of the Noise Pollution (Regulation and Control) Rules, 2000 and subsequent amendments, if any.
