File Note: It is intimated that the industry is a small scale red category unit and was having valid consents. A complaint was received against the industry regarding pollution caused by the fumes arising from the acid. After visiting, it was found that the acid fumes were not properly captured / contained in the process shed. Accordingly directions were confirmed against the industry and electric connections were disconnected. Thereafter the industry applied for consents of the Board along with restoration of electric connection after providing enclosure toward the complainant's property and accordingly the industry was granted short term Consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 vide no CTOW/Fresh/LDH1/2023/23729069 dated 01.11.2023 valid upto 31.01.2024 and vide no. CTOA/Fresh/LDH1/2023/23757055 dated 01.11.2023 valid upto 31.01.2024 with special conditions mentioned therein and restoration of electric connection for six months i.e. upto 31.01.2024 vide order dated 30.10.2023. Thereafter the industry again applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with request for restoration of electric connection and same was granted vide no. CTOW/Renewal/LDH1/2024/24558314 Date of issue: 23/04/2024 Date of expiry: 22/10/2024 and vide no. CTOA/Renewal/LDH1/2024/24558317 Date of issue: 23/04/2024 Date of expiry: 22/10/2024 and with restoration of electric connection for six months. Now the industry has applied for renewal of consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and Air (Prevention & Control of Pollution) Act, 1981 with request for restoration of permanent electric connection. The industry has already deposited consent fee which is valid upto 30.06.2028 and 30.06.2029. The industry has filled online application form, uploaded latest CA certificate, manufacturing process, request for permanent restoration of electric connection. The industry, was visited by the officer of this office on 16.07.2024 and observed as under:- 1. The industry was not in operation. 2. The industry has provided sheets towards the property of the complainant to control the acid fumes. Further the industry has also provided alkali scrubber to trap the acid fumes from the process shed. 3. During the visit, the APCD to control the acid fumes was in operation. Stack of adequate height with the scrubber along with proper sampling arrangements have been provided. 4. The industry is maintaining the record of consumption of fresh water and lifting by CETP operator till date. The record was verified and found in order. 5. The industry is using HCL and the record of the fresh water consumption, lifting of effluent by CETP has been properly maintained. 6. The industry is complying with the earlier granted consents conditions as well as with the special condition regarding installation of wet scrubber. 7. The air emissions samples were collected on 07.02.2024, as per report the results of emissions are within the limits (copy attached). In view of the above, it is recommended that consent to operate under Water (Prevention & Control of Pollution) Act, 1974 and under Air (Prevention & Control of Pollution) Act, 1981 may be granted to the industry upto adequacy of the fee deposited i.e. upto 30.06.2029 and with permanent restoration of electric connection.
